PRO 6 new top cop visits Aklan

Police Regional Office 6 new Regional Director, PBGEN Rene P Pamuspusan, conducted his first command visit in Aklan Police Provincial Office yesterday morning at Camp Pastor Martelino, New Buswang, Kalibo, Aklan.

Pamuspusan assumed his post last June 27 after the then regional director, PBGEN John C Bulalacao has retired in service.

During the command conference, Acting Provincial Director of Aklan PPO, PCOL ESMERALDO P Osia Jr., presented the situational updates of the province.

Likewise, the new regional director gave his guidance to all Aklan PPO personnel. In his message he said that he will not tolerate any illegal or criminal activities in Western Visayas and will strictly implement internal cleansing within his ranks.

 “During my watch, it will be a zero-tolerance to all criminalities and illegal activities. Likewise, all PNP personnel who will commit unlawful actions will be justly punished or sanctioned, if evidence warrants that they truly committed the offense. We are quick in giving rewards to our personnel but also swift in giving punishments to those who will lead the wrong path. Impartial and swift justice shall always be our priority in dealing with every issue that will confront the PNP,” he quipped.

Pamuspusan also made his appeal to the men and women of Aklan PPO to give their full support and cooperation in all the endeavors, programs and projects that he is going to put into action during his term of office as the region’s top cop.### (PSSG C. Lagatic)

Aklan may bago nang police provincial director

KALIBO, AKLAN - May bago nang provincial director ang kapulisan sa Aklan sa katauhan ni Police Colonel Esmeraldo Osia Jr.

Si Osia ay naging acting provincial director ng Guimaras ng halos isang buwan lamang bago siya nalipat.

Naging hepe rin siya ng Regional Aviation Security Unit (AVSEU) sa Western Visayas.

Si Osia ang pumalit kay PCol. Lope Manlapaz na naglingkod ng mahigit dalawang taon sa probinsiya bilang provincial director.

Si Manlapaz ay malilipat sa Police Regional Office 6 sa Iloilo City.

Isinagawa ang turn-over of command Martes ng umaga sa Camp Pastor Martelino sa Brgy. New Buswang, Kalibo.

Nagpaabot naman ng pasasalamat si Col. Manlapaz sa lahat ng kapulisan sa Aklan, mga stakeholders at mga mamamayan sa pagsuporta sa kanyang liderato.

Habang ipagpapatuloy naman umano ni Col. Osia ang mga magagandang nasimulan ni Manlapaz sa Aklan at i-improve kung ano ang dapat i-improve.##

Police on red alert during 2019 election

The police force in the province of Aklan will be in full alert status and will intensify all security measures to deter and prevent violence during election day.

The province top cop, Police Colonel Lope Manlapaz, declared the entire police force in Aklan on full alert in adherence to the directive of PNP Headquarters.

Based on the PNP guidelines, during Full Alert status, all PNP uniformed personnel (100%) must be present in their respective offices during and after office hours, including weekends and holidays.

Granting of leaves is suspended and those who were on leave shall be recalled, except for female PNP personnel on maternity leave or those whose given address while on leave is beyond fifty (50) kilometers from mother unit.

However, the latter shall report to the nearest police unit which will inform the mother unit by fastest means of communication, followed by a written report, for accounting purposes.

“With the success of the campaign on the gun ban and continuous intelligence monitoring, there is more reason that we must push our police personnel to be more vigilant to ensure that the May 2019 election will not only be orderly but importantly peaceful,” he said.

He is also reminding the public to be vigilant and to report any sightings of violations of the Comelec rules and regulations regarding the electoral processes so we could prevent possible violent confrontation among candidates and their supporters.(PSSg. MAGSASAGAWA NG simulation exercise ang mga tauhan ng Philippine National Police kaugnay ng nagpapatuloy na selebrasyon ng Ati-atihan festival sa bayan ng Kalibo.

Ayon kay PO2 Jane Vega, tagapagsalita ng Aklan Police Provincial Office, gaganapin ang aktibidad anumang oras araw ng Biyernes sa loob ng festival zone.

Susubukin umano rito ang kahandaan ng kapulisan at ng iba pang ahensiya sa pagresponde sa mga malalaking sakuna gaya ng bombing, mass shooting, at stampede.

Kaugnay rito, nagpaalala ang kapulisan sa mga bisita at publiko na huwag magpanic sa halip ay mag-cooperate sa mga owtoridad.

Araw ng Huwebes ay nakafull swing na ang pwersa ng kapulisan para sa pagbantay ng seguridad sa malaking selebrasyong ito lalo na sa bisperas at kaarawan ng festival o sa Sabado at Linggo.

Sa araw rin ng Biyernes, ay isasagawa ang send-off ceremony ng mga itatalagang kapulisan na pangungunahan ni PCSupt. John Bulalacao, regional director ng PNP.

Una nang ibinalita na nasa 1,500 kapulisan ang itatalaga sa festival. Malaking bilang nito ang mula sa regional office ng PNP.

Target ng kapulisan ang zero major incident para sa selebrasyon ng Ati-atihan sa Kalibo ngayong taon.##

PNP Aklan campaigns against fake medicines

[Press Release] EARLY TODAY at MO2 Western hotel, Mandurriao, Iloilo City, the Provincial top cop PSSupt Lope M Manlapaz joins the Consumer Forum and National Consciousness Week Against Counterfeit Medicines (NCWACM) of Food and Drug Administration (FDA) together with Provincial Directors and PNP members coming from different Provincial Offices with a theme “Tagumpay Laban sa Pekeng Medisina, Abot Kamay sa Pagtutulungan ng Bawat Isa".

A commitment has been signed by inter agencies spearheaded by FDA graced in the person of Ms. Deborah S. Legaspi, RPh, Director II, Mindanao east cluster., FDA and the Philippine National Police (PNP). The activity aims to intensify its campaign on Consumer Protection against counterfeiting medicines. From which based on the pledge of agencies and stakeholders commitment, it concedes to licensing of health establishment and registering of health products. Hence, close monitoring concerning the same will be heightened.

However, in line with the campaign to boost the FDA enforcement there was a formulation of task force dubbed as Destroy Products UNfit for Consumption of Humans or known as “D-PUNCH”. Further officers who will take charge the forces will be trained and shall have appropriate equipment for proper conduct of surveillance; intelligence and case build up activities in combating such criminal acts.

PCSupt Bulalacao warns Aklan PNP in involving in illegal activities

PCSupt John C Bulalacao, RD PRO6, visits Aklan Police Provincial Office this morning at Camp Pastor Martelino, New Buswang, Kalibo, Aklan. PSSupt Lope M Malapaz together with all the Provincial Command Staff, Chiefs of Police and heads of offices of different units welcome the Regional Director.

PCI Norlan L Perante, AC POPS presented the Aklan PPO’s briefing presentation on peace and order situation of Aklan Province. Hence, the collaborative efforts of the community and the police have been noted. Likewise, Perante showed its crime statistics and unit accomplishments covering the period from January to November 2018 and further its presentation with its comparative statistics in the year 2016 vs 2017 vs 2018.

PCSupt Bulalacao then gave his message and guidance specifically on the organizational dysfunction that may possibly occur while the Aklan PNP serves and protects the public. He said that with all the proper investigation conducted to those PNP personnel who will be engaged with any illegal activity will be subjected to dismissal from the service. However, RD, PRO6 congratulates Aklan PNP in doing their part as needed by the organization. Moreover, he commended the Aklan PPO as one of the most organized Provincial Office he visited so far.

AKLAN POLICE OFFICE TRIUMPHS ON PROFICIENCY EVALUATION PROCESS

THE EXIT Briefing of the Proficiency Evaluation Process of Police Regional Office 6 (PRO6) audit team spearheaded by the Regional Chief Directorial Staff PSSupt Remus Zacharias Canieso, in line with the PNP PATROL Plan 2030 under the Performance Governance System of the Philippine National Police has been concluded today. The Aklan PPO is triumphant enough with the findings and results as the office acquired an assessment above the expected passing rate.

On July 20, 2018, the PRO 6 audit team conducted the entrance briefing followed by its performance audit and the on-site visit with three top unit/ stations in the province during the conduct of compliance stage. Those were Malinao Municipal Police Station (MPS), Kalibo MPS and 1st Aklan Provincial Mobile Force Company.

Under the five mandatory elements, the unit has been rated mostly by the highest rank from which the average of those have reached the assessment of INNOVATIVE approach with the possibility that the existing initiatives of Aklan PPO will be considered as best practice. PSupt Jun V. Derla, DPDO, quoted that this success of Aklan PPO is another milestone that will mark the Aklan PNP is working hand in hand with the community for a safe and orderly province. Further, the unwavering support of the Provincial Advisory Council headed by its Chairman, Mr Ramel Buncalan and the rest of the members is one of the strongest links of Aklan PPO in turning its peculiar initiatives into success.

Hence, the Aklan Police Provincial Strategy Management Unit (APPSMU) is now expecting the performance governance report of the provincial top cop PSSupt Lope Manlapaz this coming October 2018 while it is also expected that all the Municipal Police Stations will undergo the same process afterwards. AKLAN PNP COMMEMORATES NATIONAL HEROES DAY

EARLY MORNING today, Aklan Police Provincial Office Aklan PNP conducts traditional Monday Flag Raising Ceremony and a short program commemorating the heroic deeds of our National Heroes in line with the celebration of National Heroes Day.

PSSupt Lope M Manlapaz, PD, APPO spearheads the activity together with PSupt Jun V Derla, DPDO, APPO with all the provincial Command Staff to include the 1st Aklan Provincial Mobile Force Company and Kalibo Municipal Police Station.

This celebration is celebrated every last Monday of the month of August that was duly signed by the former President Gloria Macapagal Arroyo dated July 24, 2007 under Republic Act No. 9492. The same activity is conducted in different Municipal Police Stations all over the province.

Further, awarding of deserving PNP personnel has been conducted for their good performances shown in serving and protecting the public.

118 AKLANON PNP STEPS A RANK HIGHER

Yesterday morning at Aklan Police Provincial Office, a total of one hundred twelve (112) Police Non Commissioned Officers (PNCOs) took their oath to the next higher rank while six (6) Police Commissioned Officers (PCOs) took theirs at Police Regional Office 6 in Iloilo, City.

Aklan PPO’s top cop PSSupt Lope M Manlapaz officiated the oath of office in Aklan Police Provincial Office and spearheaded the pinning of rank insignias together with the families and loved ones’ of the newly promoted PNP personnel in Aklan Province.

As PSupt Jun V. Derla, APPO, DPDO delivered the welcome address he quoted that promotion in ranks signifies the individual’s performance in doing jobs well while projecting to the public their potential in upholding public service. Derla then encouraged them to work further and bear in mind that its membership in the PNP organization is a life blood in raising their respective fami
lies.

Likewise, Manlapaz acknowledged all the sacrifices of all the promoted personnel in the maintenance of public safety in the province. “Lubos kong ring pinasasalamatan ang bawat kapamilya at mahal sa buhay ng mga kapulisan kong ito, sapagkat kayong lahat ay naroon sa lahat ng oras upang sumuporta at magbigay ng walang sawang pag unawa sa kanila”, he added.

TASK FORCE BUBUOIN SA PAGLUTAS SA KASO NI CHRISHA NOBLEZA

Inaayos na ng Aklan Police Provincial Office ang pagbuo sa task force na tututok sa kaso ni Chrisha Nobleza.

Ito ang kinumpirma ni PCInsp. Bernard Ufano ng Intillegence Branch sa panayam ng Energy FM Kalibo Martes ng umaga (Nov. 7).

Ayon kay Ufano, kabilang sa bubuo sa task force na ito ang mga tauhan ng Intelligence Branch, Investigation, at ng Libaco municipal police station.

Sa kabila nang hakbang na ito, binigyang diin ni Ufano na malaki parin ang ginagampanan ng komunidad sa paglutas ng kaso.

Si Nobleza ay natagpuang patay sa Brgy. Guadalupe, Libacao na pugot ang ulo, at napag-alamang ginahasa ng hindi pa nakikilalang suspek.

Lunes (Nov. 6) ay inihatid na sa huling hantungan ang nasabing 8-anyos na bata. Sigaw parin ng pamilya ang hustiya sa kalunos-lunos na pagpatay sa batang babae.

AKLAN PNP NAGBABALA KAUGNAY NG IBA-IBANG MODUS NA LAGANAP NGAYON SA PROBINSIYA

Nagbabala ngayon ang Philippine National Police sa Aklan kaugnay ng iba-ibang modus na laganap ngayon sa probinsiya.

Sa panayam ng himpilang ito, sinabi ni PCInsp. Bernard Ufano, hepe ng Provincial Intelligence Branch, asahan na umano ang mga ito dahil sa nalalapit na yuletide season.

Kabilang sa mga modus na ito ang mga nagbabahay-bahay at mag-iinspeksyon ng mga LPG at magpupumilit na bilhin ang kanilang binibentang hose sa mataas na halaga.

Nakarating rin umano sa kanilang tanggapan ang insidente ng mga nagpapakilalang manggagamot at kapag nagamot na ang kanilang pasyente ay mamimilit rin na bilhin ang tindang gamot.

Nagbabala rin siya sa mga nagpapakilalang Chinese national na nagmamakaawang bilhin ang binibentang cellphone o laptop, pero ito pala ay mga peke.

Paalala ng opisyal na pulisya, pairalin umano ang isip kaysa sa puso at huwag madala sa mga nagmamakaawang foreigner na ito. Huwag rin anyang magtitiwala sa mga hindi kakilala.

Nanawagan rin siya sa taumbayan na ireport agad ang mga ganitong insidente sa mga kapulisan para sa kaukulang aksiyon.

Pinasiguro niya na tinutukan na ng kanilang tanggapan ang mga kasong ito.

SECURITY GUARD ARESTADO SA BUY BUST OPERATION SA BORACAY; 14 SACHETS NANG SHABU NAREKOBER

Nasabat ng mga kapulisan ang 14 sachet ng pinaghihinalaang shabu sa buy bust operation kagabi sa isla ng Boracay.

Ang operasyon ay ikinasa ng mga awtoridad laban sa suspek na kinilalang si Alex Garcera, 33 anyos, may-asawa, tubong Tapaz, Capiz at kasalukuyang nakatira sq brgy. Yapak sa nasabing isla.

Nabilhan ng poseour buyer ang isang sachet ng pinaghihinalaang shabu kapalit ng Php1000.

Ayon pa kay PCInsp. Frenzy Andrade, hepe ng Provincial Drug Enforcement Unit, nasabat rin sa kanyang posisyon at kontrol ang 13 sachet ng parehong sangkap at isang 9mm calibre ng baril.

Ang suspek ay isang newly identified drug personality ng mga kapulisan.

Todo tanggi naman sa panayam ng Energy FM Kalibo ang suspek at pinalalabas na "planted" lamang ang nangyari.

Nakakulong na ngayon sa Kalibo PNP station ang suspek habang inihahanda ang kasong isasampa laban sa kanya.

Posibleng maharap ang suspek sa mga kasong paglabag sa Comprehensive Dangerous Drugs Act at illegal possession of firearm.

Ang operasyon ay ikinasa sa brgy. Yapak sa isang hotel kung saan nagtratrabaho ang suspek.

Ikinasa ito ng pinagsamang pwersa ng mga tauhan ng PDEU, PDEA, Provinciall Intelligence Branch at Boracay at Malay PNP.

BARBERO, HULI SA PAGTUTULAK NG DROGA SA BAYAN NG IBAJAY

Arestado ang isang 39 anyos na barbero sa pagtutulak sa iligal na droga sa brgy. San Isidro, Ibajay madaling araw.

Kinilala ang suspek na si Aldwin Andrade, residente ng nasabing lugar.

Naaresto siya sa kanyang residensya matapos mabilhan ng isang sachet ng pinaghihinalaang shabu kapalit ng Php500 buybust money.

Nakuha rin sa kanyang posisyon at kontrol ang tatlo pang sachet ng parehong sangkap.

Ayon kay PCInsp. Frenzy Andrade, hepe ng Provincial Drug Enforcement Unit, ang suspek ay matagal nang minomonitor bago paman ito nagsurender sa pagsisimula ng Oplan Tokhang.

Pahayag pa ni CInsp. Andrade, bagaman sumuko siya ay bumalik rin ito sa pagtutulak ng droga.

Sinabi pa ng hepe na nag-ooperate ito sa bayan ng Ibajay at may pinagkukunan ng suplay dito lang sa probinsiya.

Ang operasyon ay ikinasa ng pinagsamang pwersa ng PDEU, Ibajay PNP, Philippine Drug Enforcement Agency, Aklan Public Safety Company, at 12IB TIU MIG6.

Ang nasabing suspek ay pansamantalang nakakulong sa Kalibo PNP station at nakatakdang sampahan ng kasong paglabag sa RA 9165.

Sinimulan nang ilagay sa ilang barangay sa probinsiya ng Aklan at sa mga municipal police station ang mga drop boxes na paglalagyan ng mga pangalan ng mga newly identified drug personalities.

Ayon kay SPO1 Nida Gregas, tagapagsalita ng Aklan Police Provincial Office, ito ay bahagi ng bagong lunsad na “Oplan Tokhang Reboot” laban kontra droga ng Philippine National Police at pamahalaan.

Nilinaw naman ni Gregas na pananatilihin nilang kompedensiyal ang mga impormasyon dito at dadaan rin anya sa tamang proseso at susunod sa karapatang pantao.

Pinasiguro naman niya na dadaan ito sa mabusising proseso kagaya ng koordinasyon sa mga opisyal ng barangay, pag-interview ng pulisya sa umano’y drug personalities, at iba pang proseso.

Kapag napatunayan umano ang itinuturong tao na sangkot sa iligal na droga ay iisasailalim nila ito sa rehabilitasyon depende kung gaano kalala ang kanyang adiksyon.

Sinabi ni Gregas na ang Western Visayas  ay isa sa may pinakamababang nagsurender sa buong bansa; sa Aklan halimbawa sa mahigit  574,000 populasyon, 1945 lamang umano rito ang naitalang sumuko sa pulisya.

Nanawagan naman siya sa taumabayan na maging bukas ang isipan at suportahan ang programa ng pamahalaan at pulisya.

AKLAN, NAKAPAGTALA NG PINAKAMARAMING INDEX CRIME SA BUONG REHIYON

Nakapagtala ng pinakamaraming index crime ang lalawigan ng Aklan sa buong rehiyon sa unang limang buwan ngayong taon.

Sa report ng Police Regional Office 6 (PRO6), ang Aklan ay may kabuuang 1,125 kaso ng index crime na mahigit 20 porsyentong pagtaas kumpara sa parehong peryod noong nakaraang taon.

Ang index crime ay mga krimen kontra sa ibang tao gaya ng murder, homicide, physical injury at rape.

Nabatid na ang ang lalawigan ng Aklan ay nakapagtala ng pinakamataas na kaso ng physical injury sa buong rehiyon sa bilang na 504.

Paliwanag ng PRO6, ang kasong ito ay madalas na nangyayari dala ng kalasingan lalu na sa isla ng Boracay.

Napag-alaman na ang ang index crime sa mga lungsod ng Iloilo, mga lalawigan ng Guimaras, Antique at Capiz ay bumaba mula 29 hanggang tatlong porsyento.

Sa kabila nito, ang crime volume sa Western Visayas ay bumaba ng 7.27 porsyento ngayong taon mula Enero hanggang Mayo kumpara noong nakalipas na taon sa mga nabanggit na buwan.

Bumaba rin ang mga crime against property gaya ng theft at robbery sa rehiyon sa nasabing peryod.

SUSPEK SA CAMANCI NORTE SHOOTING, NEGATIBO SA RESULTA NG PARAFFIN TEST

Negatibo ang resulta ng paraffin test na isinagawa sa suspek sa nangyaring pamamaril sa Camanci Norte, Numancia Miyerkules ng gabi.

Si Kevin Cangson, 25 anyos, tubong Odiongan, Romblon at kasalukuyang nakatira sa brgy. Camanci Norte ay hindi nakitaan ng gun powder nitrate.

Ang paraffin test ay ginawa ni PCInsp.  Cirox Omero, forensic chemist ng Crime Laboratory, noong Hulyo 6 ng gabi at naglabas ng resulta nitong Hulyo 9.

Ayon kay PCInsp. Ulysses Ortiz, acting provincial chief ng Crime Laboratory, ang resultang ito ay hindi makakaapekto sa kasong isinampa laban sa suspek.

Paliwanag ni Ortiz, batayan parin ng kaso ang mga testimonya ng mga saksi sa nasabing krimen.

Posible anyang magnegatibo ang isang tao bagaman nagpaputok ito ng baril sa ilang kadahilan kabilang na kapag ang suspek ay naka-gloves at kung malakas ang hangin.

Si Cangson ay isa sa itinuturong suspek sa pagbaril sa apat na  tanod ng brgy. Camanci Norte na ikinamatay ng tatlo at ikinasugat ng isa pa.

Arestado ang punong barangay ng Aquino, Ibajay sa ginawang buybust operation ng mga kapulisan sa brgy. Poblacion sa nasabing bayan kahapon ng hapon.

Sa report ng Aklan Police Provicial Office, nabilhan ng isang sachet ng pinaghihinalaang droga si punong barangay Rodel Cambarihan, 44 anyos, kapalit ng Php1,000 buy bust money.

Nakuha rin sa ginawang body search ang apat pang sachet ng parehong sangkap.

Napag-alaman na dadalo sana ng pagpupulong sa munisipyo ng Ibajay si Cambarihan nang maganap ang nasabing operasyon sa public plaza.

Nabatid sa report ng Ibajay PNP station na ang nasabing opisyal ay una nang sumuko sa pulisya sa umano’y paggamit ng iligal na droga.

Mariin namang itinatanggi ni Cambarihan ang alegasyong tulak siya ng droga. Matagal na umano niyang iniwan ang kanyang bisyo.

Ang operasyon ay sinagawa ng Provincial Drug Enforcement Unit, Aklan Public Safety Company, Ibajay PNP station, at Philippine Drug Enforcement Agency 6.

Pansamantalang nakakulong ngayon ang punong barangay sa Kalibo PNP station habang hinahanda na ang kasong paglabag sa RA 9165 na isasampa laban sa kanya.

May relieve order na mula sa acting provincial director ng Aklan Police Provincial Office (APPO) ang tatlong hepe sa probinsiya ng Aklan.

Sa panayam sa programang ‘Tambalang AR’, sinabi ni SPO1 Nida Gregas, tagapagsalita ng APPO, ang mga ito ay hepe ng Lezo, Altavas at Numancia municipal police station.

Ang pagsibak sa kanila sa pwesto ay kasunod ng kabiguan na magkaroon ng accomplishment sa anti-drug war campaign na Oplan: Double barrel reloaded simula pa noong buwan ng Marso.

Ayon kay Gregas, pansamantalang madedestino muna ang mga ito sa kampo habang ang kanilang mga deputy chief ang tatayong officer in charge ng mga nasabing police station.

Sa Lezo, masisibak si PSInsp. Jose Murallo; at sa Altavas, masisibak naman si PCInsp. Ariel Nacar.

Samantala, nilinaw ni SPO1 Gregas na bago patawan ng relieved order si PSInsp. Geo Colibao ng Numancia police station ay mayroon na itong transfer request sa National Capital Region Police Office.

Si Colibao ay nasa dalawang linggo palang na nakaupo bilang hepe ng Numancia PNP.

AKLAN PNP MAGSASAGAWA NG BIKE RIDE LABAN SA ILIGAL NA DROGA

Sa kabila na nakafull alert status ang mga kapulisan dahil sa banta ng terorismo, nakatutok parin ang Aklan Provincial Police Office (APPO) sa kanilang kampanya kontra iligal na droga.

Bahagi ng kanilang awareness campaign laban sa iligal na droga, ang APPO ay magsasagawa ng bike ride sa susunod na buwan.

Ayon kay Senior Police Officer 1 Nida Gregas, APPO public information officer, ang "Sikad Kontra Droga" na gaganapin sa Hulyo 22 ay bahagi ng "Oplan Double Barrel Reloaded" ng Philippine National Police (PNP).

Sinabi ni Gregas na kasama sa nasabing aktibidad ang mga miyembro ng APPO, mga opisyal ng pamahalaan, at ilang drug surenderers sa probinsiya.

Hinikayat naman niya ang lahat ng mga Aklanon na suportahan ang nasabing aktibidad para masugpo o masawata ang iligal na droga sa Aklan.

Sinabi pa ng opisyal na ang mga police units sa probinsiya ay patuloy na nagsasagawa ng information campaign laban sa iligal na droga sa mga paaralan at maging sa komunidad. (PNA)
