Operatives arrest habal-habal driver for possession of illegal drugs
[Updated] A habal-habal driver was arrested in a successful buy-bust operation staged at around 11:00PM of July 13, 2019 in Crossing Cubay Norte, Malay, Aklan.
The suspect was identified as Christopher Benignos, 25 years old, single, a Habal-habal (single motorcycle) driver from Brgy Dumlog, Malay, Aklan.
The operatives were able to recover from the possession and control of Benignos a zip-locked plastic containing suspected marijuana leaves, seeds and stem; buy-bust money, cash and cell phone.
This is a joint operation of Malay MPS, Aklan PDEU, PIB Aklan-PPO, HPG-Aklan, and PDEA-6.
Suspect will be charged for violations of Section 5&11 of R.A.9165 “The Comprehensive Dangerous Drugs Act of 2002”. (PSMS Christopher Mendoza, PCR PNCO)/Malay PNP

66% Filipinos say illegal drug users in their area decreased: SWS Survey

By area, the proportion of people who said that there are less drug addicts in their area compared to last year was highest in Mindanao at 83 percent, compared to the 6% who said that the number increased, and 4 percent who said it remained the same.
In Visayas, 71 percent said it decreased, 11 percent said it increased, and 6 percent said it remained the same. In Metro Manila, 67 percent said it decreased, 22 percent said it increased, and 8 percent said it remained the same.
Finally, in Luzon, 54 percent said it decreased, 18 percent said it increased, and 8 percent said it remained the same./ Aklan PNP PIO

3 arestado sa pagtutulak umano ng droga sa Kalibo Ati-atihan festival
ARESTADO ANG dalawang drug surenderee at isa pa sa ikinasang buy bust operation sa kaarawan ng kapyestahan ng Kalibo Ati-atihan Festival.
Kinilala ang mga suspek na sina Michael Adrias alyas "Pads", 32-anyos, isang tatoo artist, residente ng Roxas City, Capiz; Jamaica Cill, 19, residente ng Panay, Capiz; at Angelica Aranza, 26, residente ng Roxas City, Capiz.
Nasabat sa kanila ang dalawang sachet ng pinaghihinalaang shabu kapalit ng Php5,000 buy bust money.
Batay sa ulat ng kapulisan, sina Adrias at Aranza ay mga drug surenderee sa Roxas Capiz. Kinumpirma naman ito Adrias subalit tumangging magbigay iba pang pahayag sa panayam ng Energy FM Kalibo.
Inaresto ang tatlo sa kanto ng Acevedo St. at Regalado St. sa Poblacion, Kalibo madaling araw ng Linggo.
Ang operasyon ay ikinasa ng Aklan Provincial Drug Enforcement Unit kasama ang Philippine Drug Enforcement Agency at ng Kalibo PNP.
Pansamantalang ikinulong ang tatlo sa Kalibo PNP Station at nakatakdang sampaham ng kasong paglabag sa Republic Act 9165 o Comprehensive Dangerous Drugs Act of 2002.##

13 sachet ng pinaghihinalaang shabu nasabat sa isang lalaki sa Kalibo.

Kinilala ang suspek na si Jonathan Hilario y Valencia, 32-anyos, residente ng Brgy. Ambulong, Batan.
Nasabat sa kanya ang 13 sachet ng pinanininiwalaang shabu at Php1,000 buy bust money.
Mariin namang itinatanggi ng suspek sa live interview ng Energy FM Kalibo na siya ay sangkot sa iligal na droga.
Kinumpiska rin ng kapulisan ang kanyang motorsiklo, at ang kanyang cellphone.
Nabatid ayon sa kapulisan ng Kalibo, una nang naaresto si Hilario dahil sa kasong pagnanakaw ng manok.
Ikinasa ng Kalibo PNP, mga tauhan ng Aklan Police Provincial Office at ng Philippine Drug Enforcement Agency ang nasabing operasyon.##

Tindero ng manok arestado sa Kalibo sa pagtutulak umano ng droga
INARESTO NG kapulisan ang isang tindero ng manok gabi ng Sabado sa Brgy. Pook, Kalibo matapos mabilhan umano ng droga.
Kinilala ang suspek na si Jerry Sim y Rubico alyas "Jerry", 52-anyos, may asawa, at isang drug surrenderee.
Nasabat sa kanya sa ikinasang buy bust operation ang tatlong sachet ng pinaghihinalaang shabu at Php3,000 buy bust money.
Pansamantalang ikinulong sa Kalibo PNP Station ang suspek.
Isasailalim rin siya sa mandatory drug testing at nakatakdang sampahan ng kasong paglabag sa RA 9165 o Comprehensive Dangerous Drugs Act.

Lalaki at menor de edad na live-in partner huli sa pagtutulak ng marijuana
INARESTO NG kapulisan ang isang lalaki at ang menor de edad na live-in partner sa bayan ng Numancia dahil sa pagtutulak ng paniniwalaang marijuana.
Kinilala ang mga suspek na si Rolando Egaña y Jesalva, 20-anyos at ang 17-anyos na live-in partner, pawang mga residente ng Brgy. Navitas sa nasabing bayan.
Ayon sa ulat ng kapulisan, si Rolando ay nabilhan ng operatiba ng isang sachet ng pinaniniwalaang marijuana kapalit ng Php1000 marked money.
Nasabat din sa pagrikisa sa lalaki ang isa pang sachet ng umano'y marijuana.
Nabatid na parehong newly identified lang ng kapulisan ang maglive-in.
Pansamantalang ikinulong ang dalawa sa Numancia Municipal Police Station.
Isasailalim sa mandatory drug test ang dalawa at posibleng maharap sa kasong paglabag sa Republic Act 9165 o Comprehensive Dangerous Drugs Act of 2002.

TATLO ARESTADO MATAPOS MAHULING HUMIHITHIT NG MARIJUANA SA KALIBO

Kinilala sa report ng kapulisan ang tatlo na sina Joemarie Perez, 32-anyos, tubong Iloilo, residente ng Brgy. Poblacion, Kalibo; Kevin Panagsagan, nasa legal na edad, residente Cubay Sur, Malay at; Kevin Bello, 39, tubong Iloilo, residente ng Brgy. Andago, Kalibo.
Nabatid na unang napansin ni Kagawad Lud Pinos ang mga nasabing grupo na humihihithit habang naglalakad. Agad niyang itong inireport sa Kalibo PNP at naaresto ang tatlo na mga miyembro umano ng isang music band.
Kabilang sa mga nasabat sa tatlo ang isang improvised na pipe na may residue pa ng pinaniniwalaang marijuana at isang plastic sachet na may lamang marijuana.
Nakakulong na ngayon ang tatlo sa Kalibo PNP Station at nakatakdang sampahan ng kaukulang kaso.##

LIBERTAD FIRST DRUG-CLEARED MUNICIPALITY IN ANTIQUE
THE PHILIPPINE Drug Enforcement Agency Regional Office 6 (PDEA RO6) and Police Regional Office 6 (PRO6) recognized Libertad as the first drug-free municipality in the Province of Antique, which was greatly appreciated by its local officials, employees and residents.
On October 8, 2018, during the traditional Monday flag raising ceremony of Antique Police Provincial Office (ANPPO), Libertad Mayor Mary Jean N. Te received certificate of recognition from ANPPO Director, Police Senior Superintendent Leo Irwin P. Agpangan for being the first drug-cleared municipality in the province, which was certified by the Regional Oversight Committee on Drug-Clearing Operation headed by Dir. Wardley M. Getalla, Former Director, PDEA RO 6 after all its 19 barangays had complied with the parameters as set forth in section 8, Dangerous Board Regulation No. 3 series of 2017.
The committee composed of regional directors of PDEA, Philippine National Police, Department of Interior and Local Government and Department of Health conformed after due deliberation that Libertad has proven that all its barangays were drug-free, all drug surenderers undergone Community Based Drug Rehabilitation Program, and proactive programs and strategies have been enforced by its local officials to prevent illegal drug re-entry and raising awareness in every sectors through anti-drug awareness programs.
Mayor Te thanked her local PNP headed by Police Senior Inspector Bryan I. Alamo, barangay officials, members of Barangay Anti-Drug Abuse Council and other stakeholders for their support in their fight against illegal drugs. She acknowledged their vital role in the municipality’s most valuable accomplishment.
“It is a great honor to be declared as the first drug-cleared town in the province. Let me share to you the secret why we achieve this. It was done with a great partnership and collaboration with our local PNP and other stakeholders. It was done with unity among all members of the community.” Mayor Te said to the PNP officials and members of ANPPO.
Meanwhile, Alamo considered the recognition as a big challenge to the local PNP under his leadership, he said “Libertad being declared a drug-cleared municipality is not just an accomplishment but it is also a responsibility, a big tasked and a challenge for us to maintain its present status. We will continue our effort to fulfill the mandate of our present administration and that is to free our community from illegal drugs for everyone to enjoy a peaceful and progressive community.”
Mayor Te upon conferment of her Sangguniang Bayan Members will schedule a ceremonial program for the formal turn-over of drug-cleared certificates to all its barangays.##

Kinilala ang suspek na si James Cipriano, 24-anyos, karpentero, tubong Quezon City at residente ng Brgy. Andagao, Kalibo.
Nasabat sa kanya ang dalawang sachet na pinaghihinalaang shabu pati na ang Php4,000 na ginamit sa buy bust operation. Kinumpiska ng kapulisan ang cellphone at pera.
Itinaggi naman ng suspek ang pagkakasangkot sa iligal na droga. Bagaman gumagamit umano siya noon, matagal na niya itong tinigilan.
Ayon kay PCInsp. Frenzy Andrade, hepe ng Provincial Drug Enforcement Agency, tatlong buwan na nilang minamanmanan ang suspek hanggang sa matimbog nila.

15 BARANGAYS IN BURUANGA DECLARED AS “DRUG-CLEARED BARANGAYS”

Out of 15 Barangays, 7 are Unaffected Barangays composed: Bagongbayan, Bel-is, Cabugan, El Progreso, Habana, Panilongan and Tag-osip as Drug Unaffected Barangays and 8 Affected Barangays composed: Alegria, Balusbos, Katipunan, Mayapay, Poblacion, Nazareth, Santander and Tigum as Drug-Cleared Barangays after the deliberation of Regional Oversight Committee in Iloilo last April 19, 2018.
Hon. Concepcion P. Labindao, Municipal Mayor, Buruanga, Aklan released copies of the certification last September 17, 2018 to all Barangay Captains showing that each barangay in the Municipality of Buruanga has complied with the parameters on drug-cleared barangays provided in Section 8 of the Dangerous Drugs Board Regulation No. 3, Series of 2017, otherwise known as “Strengthening the Implementation of the Barangay Drug-Clearing Program”.
The certifications, issued by the Region 6 (Western Visayas) Oversight Committee on Barangay Drug Clearing Operation, were officially released by the PDEA Region 6 to the municipal government on April 19, 2018.
In a statement, PSI WILLIAN N AGUIRRE, Chief of Police of Buruanga MPS said, that he is glad that municipality’s efforts to curb the proliferation of illegal drugs, with the help of the MADAC, BADAC and Buruanganon in coordination with PDEA, have paid off. Bannering the Station’s initiative dubbed: BAKLAD (Buruanganon At Katokhang Laban at Ayaw sa Droga). Buruanga MPS together with MLGOO, MSWDO, MHO were able to facilitate an effective and efficient Community Based Rehabilitation Program.
“Yet, I encourage all local community to be watchful in safeguarding our barangay in order to maintain the present status”, PSI Aguirre quoted.
A barangay is declared drug-cleared based on the following parameters: non-availability of drug supply; absence of drug transit/transshipment activity; absence of clandestine drug laboratory; absence of clandestine drug warehouse; absence of clandestine chemical warehouse; absence of marijuana cultivation site; absence of drug den, dive, or resort; absence of drug pusher; absence of drug user/dependent; and absence of protector/coddler and financier; active involvement of barangay officials in anti-drug activities; active involvement of Sangguniang Kabataan to help maintain drug-liberated status of the barangay; existence of drug awareness, preventive education and information and other related programs; and existence of voluntary and compulsory drug treatment and rehabilitation processing desk.

SUSPEK SA BUY BUST OPERATION SA BANGA SINAMPAHAN NA NG KASO

Matatandaan na nakuha umano ng mga kapulisan ang isang sachet ng pinaghihinalaang shabu. Pero sa pagrekesa sa suspek ay walang narekober na buy bust money.
Ayon kay PCInsp Frenzy Andrade, hepe ng Provincial Drug Enforcement Unit na silang nagkasa ng operasyon, ang narekober nilang iligal na droga ay kapalit sana ng Php4,000.
Hindi umano ito tinanggap ng suspek matapos matunugan na pulis ang kanyang nakatransaksyon. Nagtangka pa nga umano itong tumakas sa operatiba.
Ani Andrade, araw ng Lunes ay sinampahan na ng kasong paglabag sa section 5, Article II of Republic Act 9165 si Iglesias.
Paliwanag niya, kahit hindi narekober ang buy bust money, sinampahan parin siya ng kaso dahil may naganap umanong delivery ng droga.

NASA 200 SANGKOT SA ILIGAL NA DROGA POSIBLENG MAKALAYA SA AKLAN

Ayon ito kay provincial prosecutor Chris Gonzales ng Department of Justice kasunod ng pag-adopt ng plea bargaining framework cases ng Korte Suprema.
Sinabi ni Gonzales na kung noon ay panghabambuhay na pagkakulong ang kahaharapin ng mga nahuling nagtutulak ng droga, hindi na umano ito ganito ngayon.
Anim na buwan hanggang apat na taon nalang ang pagkakulong nila. Ito ay para bigyan umano ng pagkakataong magbago ang mga "small-time" user at pusher.
Ito ay kapag ang nakuha sa kanila sa pagtutulak ng droga ay hindi umabot ng isang gramong "shabu" o 10 gramo ng marijuana.
At kapag ang nakuha sa kanilang posesyon na shabu ay hindi umabot ng limang gramo o 300 gramo ng marijuana.
Ayon sa prosecutor isasailalim rin nila sa community rehabilitation ang mga makakalaya sa kanilang kaso. Nakadepende pa sa korte kung tatanggapin nila yung plea bargaining.

Nakuha sa operasyon ang limang sachet na may laman ng pinaghihinalaang shabu.
Nakuha rin ang isang cellphone at Php3,500 buy bust money.
Posibleng maharap sa kasong paglabag sa Republic Act 9165 ang dalawa.

LIMANG BAYAN SA AKLAN NAGKAISA PARA SA INTER-LOCAL COMMUNITY-BASED REHABILITATION PROGRAM

Ang rehabilitation program na ito ay pinangungunahan ng Southwestern Aklan Inter-Local Health Zone (SAILHZ) na binubuo ng mga bayan ng Lezo, Makato, Numancia, Madalag at Malinao.
Nilunsad ang nasabing programa ngayong araw (Oct. 10) sa Sports Complex ng Lezo na may temang "Komyunidad magbueoligan, illegal nga droga iwasan, para sa kamaeayran it tanan".
Ayon kay Dr. Athena Magdamit, municipal health officer ng Lezo, layunin ng inter-local health zone na ito ang matulungan ang bawat-isa para sa matagumpay na rehabilitation program.
Dinaluhan ang aktibidad na ito ng mga alkalde at iba pang mga opisyal ng mga nasabing bayan, mga municipal health officer, mga kapulisan at ang kanilang mga hepe, at iba pang ahensiya ng gobyerno.
