Statement of PCSupt Bulalacao on the alleged mauling incident in Iloilo involving the Garins
The following is a press statement of PCSupt. John Bulalacao, regional director of Police Regional Office 6 regarding the alleged mauling incident in Guimbal, Iloilo involving Congressman Richard Garin and Mayor Oscar Garin.
The incident that happened this morning is an affront to my leadership. I was deeply saddened of the report that at around 3:30 a.m. (December 26, 2018) at Guimbal Public Plaza, Congressman Richard Garin and Mayor Oscar Garin ordered the Chief of Police, Police Senior Inspector Antonio Monreal, to call PO3 Federico Macaya. When he (PO3 Macaya) arrived, Congressman Garin ordered Senior Inspector Monreal to disarm PO3 Macaya. Congressman Garin then took Macaya’s handcuffs and handcuffed him. After which, Congressman Garin kicked PO3 Macaya for several times, slapped him twice and even spit twice on Macaya’s face. Not satisfied he even fired his firearm and all these happened while Mayor Garin was watching and pointing his gun to Macaya.
According to our inquiry, this stemmed from the Mauling incident which took place on December 22, 2018 wherein a son of a Sangguniang Bayan Member of Guimbal hit the cictim with a beer bottle in Guimbal Public Plaza. The victim, a son of an OFW, refused to file a case against the suspect to keep it from his parents who are working abroad. The victim also filed an Affidavit of Non-interest stating that for the meantime, he is not willing to file any case against the suspect. This made the Garins furious which led to the mauling of PO3 Macaya who was the investigator of the minor’s case.
I have talked to Congressman Garin over the phone regarding the matter and he already apologized for what he had done against my personnel. I accepted his apology but I could not bear how he degraded and humiliated our uniform and our profession as police officers. I could not imagine how a lowly PNP personnel in uniform was mauled helplessly.
Initially, I have relieved Police Senior Inspector Antonio Monreal, the Chief of Police of Guimbal Municipal Police Station, for his non-action and his failure to arrest the Garins. We also cancelled the detail of two (2) PNP security personnel of Congressman Garin.
Meanwhile we will also request from the DILG for the cancellation of the deputation of Mayor Garin so he will no longer have power or authority over the policemen of Guimbal Municipal Police Station.
PO3 Macaya already had the incident recorded and he underwent physical and medical examination in preparation for the filing of Cases of Physical Injuries, Assault to Persons in Authority, Alarm and Scandal and Grave Coercion against Congressman Garin while a case of Grave Threats will be filed against Mayor Garin.
I have nothing personal against the Garins but I have grounds and responsibility to support my personnel and to protect and uplift the image of the police organization.##
