Presensiya ng ISIS sa Western Visayas, planong pag-atake walang katotohanan - PRO6


KALIBO, AKLAN – Pinabulaaanan ng Police Regional Office 6 ang kumakalat na bali-balita na may presensiya ng ISIS o teroristang grupo sa rehiyon at planong pag-atake.

Ayon sa opisyal na pahayag ng PRO6 wala umano itong katotohanan. “The messages spreading around are all fake news.” Hinikayat rin ng kapulisan na itigil na ang pagpapakalat ng nasabing mensahe.

“Do not be a part of spreading fake news and unverified information to prevent panic and sowing fear to other members of the community.”

Sa halip nanawagan ang kapulisan na tulungan sila sa pamamagitan ng pagreport ng mga kahina-hinalang tao sa kanilang lugar.

“We would like to assure the public that PRO6 is on the top of the situation and we are imposing measures to monitor and prevent terroristic activities here in Western Visayas,” pagsiguro ng PRO 6.

Naka heightened alert ngayon ang kapulisan sa buong bansa kabilang na ang Western Visayas kasunod ng magkakasunod na pagbomba na naganap sa Jolo.##

Dinagyang festival in Iloilo generally peaceful according to PNP

The main event of Dinagyang Festival, which is the Ati Tribe Competition, an annual celebration in honor of Señor Sto. Niño was attended by 25,000 locals and tourists from different countries around the world is generally peaceful and successful with no major incident in the duration of the contest and no 8-focus crime commited in all venues. A total of 3,600 personnel were deployed composed of 43 personnel of the Command and Control; 1,631 personnel of the Sub-Site Task Group Security (SSTG Security); 1,387 personnel of Sub-Site Task Group Peace and Order (SSTG Peace and Order); and 539 personnel of the Sub-Site Task Group Emergency Preparedness and Response (SSTG EPR) that comprise the Task Group Dinagyang 2019 under PCSUPT John C Bulalacao, Regional Director of Police Regional Office 6 and PSSUPT Martin Defensor, City Director of Iloilo City Police Office as the Site Task Group (STG) Commander.
The deployed medical teams under SSTG EPR were able to respond to 40 patients (26 medical, 14 trauma) two of which are tribe members. This data is from the beginning of their deployment on January 26 up to 12 noon today. On the other hand, no case of fire incident was reported in the city proper during the event. 
The success of the coverage is attributed to the strong leadership of the Task Group and the collaboration of the different member agencies. 
PRO6 aims to accomplish the objectives of the STG Dinagyang 2019 which is the reduction of 8-focus crimes, increase level of confidence of stakeholders and ensure the peaceful holding of the event until the termination of the security coverage. / PRO6

PCSupt. Bulalacao relieves all Anilao PNP personnel for some violations

PRO6 Statement on Alleged Breach of Discipline of Personnel of Anilao MPS:

This pertains to the surprise inspection conducted by NAPOLCOM Regional Office 6 to Anilao MPS early morning yesterday, December 6, 2018,  where personnel of said police station were found to have violated the rules and regulations of the PNP. Violations noted were: no duty sentinel was on post during inspection and personnel were caught sleeping during their tour of duty. 

In answer to the findings of NAPOLCOM Regional Office 6, PCSUPT JOHN C BULALACAO ordered for the immediate relief of all personnel of Anilao MPS for the alleged misconduct, including their Chief of Police, Police Senior Inspector Menrico Candaliza. They are now temporarily assigned with the Personnel Holding Administrative Unit (PHAU) of Iloilo Police Provincial Office while they face investigation. 

Anilao Municipal Police Station will have its new Chief of Police in the person of Police Chief Inspector Ciriaco Esquiliarga. According to Police Senior Superintendent Marlon Tayaba, the Provincial Director of Iloilo Police Provincial Office they already issued orders for the replacement of the relieved personnel of Anilao MPS. 

Meanwhile, the Regional Personnel and Human Resource Development Division will conduct Focused Reformation Orientation and Morale Enhancement (FORM) for Police Officers which will open on Monday, December 10, 2018, where the relieved erring personnel of Anilao Police Station are expected to be participants. The 7-day inhouse training is in line with the internal cleansing efforts of the PNP. 

Police Regional Office 6 do not tolerate the laxity and misbehavior of its personnel. Police Chief Superintendent John C. Bulalacao is constantly reminding his personnel to abide by the rules and regulations of the PNP in his talks and inspections in all police stations region wide. The relief of all personnel of Anilao MPS will serve as a lesson to other personnel of Police Regional Office 6 to religiously comply with their duties and responsibilities as police officers.

Seguridad ng mga mamamahayag siniguro ng gobyerno sa isang pagtitipon sa Iloilo

SINIGURO NG pamahalaan ang kaligtasan ng mga mamamahayag sa isang seminar na ginanap sa Iloilo Convention Center sa lungsod ng Iloilo araw ng Miyerkules at mabigyan ng hustiya ang mga pinatay na mga media worker.

Tinalakay sa seminar na pinangunahan ng Presidential Task Force on Media Security (PTFoMS) ang operational guidelines ng Administrative Order no. 1 at ang protocols ng task force sa pagresolba ng mga kaso gaya ng threat, physical attack, torture, surveillance at pagpatay.

Dinaluhan ito ng mga media mula sa mga rehiyon IV-B, V, VI, VII, at VIII kasama ang mga opisyal ng Pambansang Pulisya, National Bureau of Investigation, Prosecution Service at mga mag-aaral ng pamamahayag.

Ayon kay USec. Jose Joel M. Egco, PTFoMS Executive Director, gumanda na ang ranking ng Pilipinas mula sa pangalawa sa pinaka-delekadong lugar sa buong mundo para sa mga mamamahayag noong 2015 ngayon ay nasa ikalimang pwesto na.

Noong 2016 ay nilagdaan ni Pangulong Duterte ang administrative order para bumuo ng Task Force na mag-iimbestiga sa mga kaso ng pagpapatay sa mga media workers kabilang na ang Maguindanao Massacre kung saan nasa 32 mamamahayag ang napatay.

Sinabi pa niya na seryoso ang gobyerno sa pangangalaga sa mga mamamahayag. Aniya ang pagpatay sa sinumang media workers ay pagpatay din sa malayang pamamahayag gaya ng ipinagkakaloob ng Saligang Batas.

Nagpahayag naman ng positibong reaksyon ang mga stakeholders kasama na ang media at nangakong magkakaisa para mapangalagaan ang malayang pamamahayag sa bansa at sa paglutas ng mga nauna nang kaso.

Samantala, sa kanyang response speech sa nasabing pagtitipon, sinabi ni National Union of Journalists – Aklan President Jujet Reyes na “since 2004 no media killing happened in Aklan.”

Ang mga pinatay na mamahayag sa Aklan ay sina Rolando Ureta ng dyKR (2001) at si Herson Hinolan ng dyIN (2004). Napanagot naman kalaunan ang mga nasa likod ng nasabing insidente.

Sa buong Western Visayas sinabi ng Police Regional Office 6 na walang anumang pending na kaso ng media killing.##

Missing Fishermen in Antique rescued at waters off Palawan

A fishermen who went missing after a fishing venture at vicinity waters off Brgy Union, Libertad , Antique,last Nov 5, 2018 was rescued by Magsaysay Police in Cuyo, Palawan.

The said fishermen was identified as Mr. Arnie Desullan, of Legal age and residents of the said area. He was last seen fishing onboard his unnamed Motorbanca. ”

Information revealed that a certain Mrs Lolita Desullan, a resident of Brgy Union, Libertad, Antique, appeared at CGSS Libertad and reported that her husband failed to return home as expected.

Upon receipt of the report, CGSS Libertad immediately coordinated with Local Fisherfolk regarding the incident and launched a search and rescue operation but to no avail.

On 2 p.m of November 8, 2018, Libertad Municipal Police Station informed Coast Guard Sub Station Libertad that Mr Arnie Desullian, the missing fisherman was found in Magsaysay, Cuyo, Palawan in good physical condition and is now in the shelter in Magsaysay, Cuyo Police Station.

Investigation disclosed that the motor banca of Mr Desullan encountered engine trouble at vicinity maniquin island and drifted to the area of Magsaysay, Cuyo, Palawan. Mr Desullan then asked the assistance of Magsaysay Police.

Coast Guard Antique is now coordinating the safe return of Mr Arnie Desullan through Coast Guard Sub Station Cuyo in Palawan for his immediate transport and subsequently to reunite with his family in Libertad, Antique.##
