25 RESORTS MAY PERMIT TO OPERATE NA PARA SA MULING PAGBUBUKAS NG BORACAY ISLAND SA OCT. 26

DALAWAMPU’T LIMANG resorts ang mayroon ng permit para mag-operate simula sa soft reopening ng Boracay sa October 26.

Ayon sa Department of Environment and Natural Resources, magbubukas ang kabuuang 1,000 kwarto sa unang araw ng operasyon ng isla matapos ang ilang buwang pagsasara.

Ang hotel na mayroong 40 rooms pataas na nasa beach front ay dapat na may sariling sewerage treatment plant habang ang istablisyimentong may 49 rooms pababa ay kailangang nakakonekta sa sewer line ng isla.

Bukod sa limitadong operasyon ng mga istablisyimento na may kumpletong permits mula sa lokal na pamahalaan, DENR at kaukulang ahensya ng gobyerno, ireregulate rin ang mga aktibidad sa waterfront ng boracay.

Bawal na rin sa beach front ang fire dance, fish feeding, coral picking, open fire, paggamit ng kerosene lamps, mga lamesa, upuan at ibang gamit gayundin ang malalaking beach umbrella, souvenir shops at electirical lights.

Mayroon na ring no-build, no-party at no smoling zones sa loob ng 25 plus 5 meters ng beachfront.
Maski ang pagtatanim ng mga puno ng niyog ay nangangailangan ng permit mula sa DENR.##

200 LIFEGUARDS SUMAILALIM SA TRAINING NG COAST GUARD SA BORACAY

BILANG PAGHAHANDA sa muling pagbubukas ng isla ng Boracay sa October 26 ay sumailalim sa training ang nasa 200 mga lifeguards.

Mismong ang Philippine Coast Guard (PCG) Western Visayas ang namuno sa naturang training.

Ayon kay Captain Allan Victor dela Vega, district commander ng PCG 6, ang mga lifeguards ay mula sa mga resort at hotel na nakatayo sa lugar.

Aniya, layunin ng programa na tiyaking qualified ang mga lifeguards upang masiguro ang kaligtasan ng publiko.

Ayon pa sa PCG, ang mga establisyimento na nakatayo sa may beachfront ay dapat mayroong mas maraming mga lifeguard.

Ayon pa kay dela Vega, hindi lamang sapat na marunong lumangoy ang mga lifeguards, kundi ay dapat marunong din sila ng techniques at tamang paggamit ng rescue equipment.

Tinuruan din ng PCG ang mga lifeguards ng gagawin sakaling magkaroon ng oil spill.##

Kasunod umano ito ng binitawang pahayag ni Talabero sa isang radio station na "politicking science" ang nasa likod ng pagpapasara ng Sangguniang Bayan sa tambakan ng basura sa kanilang bayan.

Ito ang hiniling ng bise alkalde at iba pang miyembro ng Sanggunian sa PENRO sa technical conference ng Environmental Management Bureau hinggil sa pagpapasara ng tambakan ng basura.

Nanindigan si Vice Mayor Legaspi na walang pamumulitika sa likod ng nasabing resolusyon na ipinasa nila na nagrerekomenda na isara ang tambakan ng basura sa Brgy. Cabatanga.

Ayon kay Legaspi ang kanilang aksiyon ay base umano sa kanyang personal na obserbasyon sa lugar na aniya ay hindi sumusunod sa mga environmental laws.

Binanggit rin ng opisyal na maaaring makasuhan administratibo ang PENRO dahil sa malisyoso niyang pananalita.

Nabatid na hindi pa nakakabisita sa lugar si Talabero. Humingi naman ito ng "sorry" sa Sangguniang Bayan sa nasabing conference pero nais ni Legaspi na mag public apology ito on air.##

DPWH DOUBLES EFFORT TO FINISH BORACAY PROJECT BY OCTOBER DESPITE RAINS

DEPARTMENT OF Public Works and Highways Secretary Mark A. Villar said DPWH is working double time to make Boracay Circumferential Road accessible in time for the island’s soft opening this October.

“With only over a month left for Boracay soft opening, DPWH personnel and equipment are making up for the work that have been slowed down by incessant rain” said Secretary Villar.

Secretary Villar also pointed out that the DPWH maintenance crew had to endure 47 days of rainy weather in Boracay since rehabilitation works started 82 days ago. Additional manpower from the 15 District Engineering Offices and Regional Office of DPWH in Western Visayas had been deployed in the isand.

Despite that, DPWH Region VI Assistant Regional Director (ARD) Jose Al Fruto reported that a total of 1.13-kilometers of one lane road has been paved and 2.91 kilometers of high-density polyethylene (HDPE) drainage pipes are already installed along the existing 4.1-kilometer Boracay Circumferential Road.

“We expect the delivery of some 628 pipes within the month as we target to complete the drainage component of Boracay Circumferential Road (Main Road) by the first week of October. Along the installation of pipes, the road concreting immediately follows”, said ARD Fruto.

He added that the missing gap of Boracay Circumferential Road in Barangay Balabag is also being fast-tracked for completion. DPWH has so far completed 82 percent of the missing gap, with 265.5-linear meters of paved road, 100 linear meters of sidewalk (both sides) with paving blocks and two lines of drainage (pipe culverts) installed.

Other than the road improvement/rehabilitation project, DPWH is also tasked to undertake the following: clearing of road right-of-way obstructions along Boracay’s main road; facilitating the release of funds for the relocation of electric distribution poles and lines; and initiating close coordination with telecommunication and water utility providers in the island to hasten the road improvement works.##

WATER CONCESSIONAIRES IN BORACAY READY TO ACCEPT AND TREAT SEWER CONNECTIONS - DENR

Boracay Island Water Company (Boracay Water) announced its readiness to accept sewer connections, following the latest Memorandum Order released by the Department of Environment and Natural Resources (DENR), which directed hotels, resort, and similar establishments to connect to island’s concessionaires, in preparation for the Island’s scheduled re-opening in October.

Dated September 18 and signed by Secretary Roy Cimatu, the Memorandum Order provided the guidelines on the installation or construction of individual Sewage Treatment Plants (STPs) per establishment in Boracay and at the same time ordered the concessionaires to collect and treat the wastewater of their own respective clients.

It also ordered Concessionaires to issue certifications that their respective customers are either connected to the sewer line or have their own compliant individuals STPs. The said certification will serve as a requirement for the hotel or establishment to operate come opening date on the 26th of October 2018.

As part of this directive, the Concessionaires are asked to provide DENR with data on water billed volume and volume of wastewater received for treatment for monitoring and planning purposes.

The Memorandum also requested all hotels having their own individuals STPs to discharge their treated effluents through the sewer lines and treated water lines of their water providers for eventual proper disposal. In relation to this, Boracay Water has a total 21 kilometers of sewer network available on the island, and have two sewage treatment facilities that can treat up to 11.5 million liters of wastewater or used water from establishments prior to disposal.

The latest DENR Order strictly stated that hotels that are unable to comply will not be allowed to open and operate their business until they have established their own compliant STPs.

It can be recalled that Boracay Water started its aggressive campaign to encourage connection to the company’s sewer network in March of this year. To date, about 120 establishments and residences have signified their intention to be connected to the company’s sewer system.

With the recent directive of DENR, the company is expecting to receive more applications for sewer connection even from non-Boracay Water customers.  This will allow more commercial and residential establishments to discharge their used water into a reliable sewer system and ensure that it will be properly processed to comply with existing effluent standards of DENR.

Currently, more than 1,200 establishments and residences are directly connected to Boracay Water’s sewer network. For unsewered areas or areas with no existing sewer network, regular desludging or siphoning services are being done through the company’s desludging trucks which collect wastewater for treatment in the two sewage treatment plants of the Boracay Water located in barangays Manocmanoc and Balabag.##

STATISTIC AUTHORITY HOLDS 4 TYPES OF FISHERY SURVEYS IN AKLAN

FOUR TYPES of fishery surveys are presently being conducted by the Philippine Statistics Authority in selected sample households, aquafarms and fish landing centers in Aklan.

The surveys are composed of commercial, municipal, inland, and aquaculture fishing operations.

Provincial Statistics Officer Antonet Catubuan said commercial fishing operations makes use of boats with more than three gross tons, while municipal fishing used boat with three gross tons or less.

On the other hand, inland fishing refers to catching of fish, crustaceans, mollusks and all other aquatic animals and plants in inland water, while aquaculture involves all forms of raising and culturing fish and other fishery species in marine, brackish and freshwater under controlled conditions.

PSO Catubuan said that data from this survey will be used to assess the performance of fishing industry in national, regional, and provincial levels.

Among the data being collected are volume and value of fish unloaded in different landing centers, and other fishery production in aquafarms and households.

Reports of similar survey conducted last year showed that Aklan’s volume of fisheries production declined by 2 percent in 2017 from 22,694 metric tons in 2016 to 22,285 metric tons.

Aquaculture shared the largest production with 12, 102 MT or 54 percent of the total output, followed by municipal subsector with 41 percent (or 9, 212 MT), and commercial with 4 percent (or 971 MT).

Of the type of aquafarms, brackish water fishpond has the highest production estimated at 11, 208 MT, followed by oyster with 713 MT, mussel with 85 MT, freshwater fishpond with 31 MT, seaweeds with 11 MT, and brackish water cage with 3 MT.

Milkfish dominates the production with 10, 836 MT, followed by oyster with 713 MT, tiger prawn with 251 MT, and mussel with 85 MT.

In commercial and municipal fishing, dominant fishes caught consist of roundscad or galunggong (872 MT), indo-pacific mackerel or hasa-hasa (559 MT), slipmouth or sapsap (544 MT), indian sardines or tamban (530 MT), anchovies or dilis (483 MT), frigate tuna or tulingan (67 MT), skipjack or gulyasan (66 MT), and big-eyed scad or matangbaka (55 MT).##

Nabatid na mag-isa lang ang biktima sa kanilang bahay. Hiwalay umano ito sa asawa at ang isang anak ay hindi rin niya kasama.

Huling nakitang nakipag-inuman ang biktima sa kanilang lugar bago ito natagpuang patay kinabukasan.

Dinala na sa isang punerarya ang bangkay ng lalaki at posibleng isailalim ng mga otoridad sa otopsiya para matiyak ang sanhi ng pagkamatay.

Nangangalap naman na ng mga impormasyon ang Malinao PNP para matukoy ang nasa likod ng krimen at kung ano ang motibo sa pagpatay.##

Inaresto ng kapulisan ang isang 40 anyos na Australian national matapos ireklamo ng pambubugbog sa 35 anyos na nobya.

Sa salaysay ng babae, nakilala raw nito sa facebook ang lalaki, niligawan raw siya nito.

Napakabait, napakamalalahanin at malambing ito noon kaya hindi nagtagal ay naging magkasintahan sila.

Nitong nakalipas na April, pumunta ng Pilipinas ang nobyo at pagdating sa Aklan agad na nagsama sila sa isang bubong, tumira sila sa isang apartment.

Habang tumatagal doon na napansin ng nobya na mahilig pala sa alak ang nobyo,seloso rin daw ito.

Katunayan ang aso raw na nirescue ng ex bf niyang kano sa Boracay ay pinagseselosan din ng nobyo.
Paulit-ulit na raw ang pananakit sa kanya kahit wala namang dahilan.

Kahapon ay sinaktan raw siya ng nobyo,pinainom ng mga tabletang gamot at tinatakot na papatayin.

Ang paulit- ulit raw na sinasabi nito ay ang hinanakit sa mga naging nobya dahil inuubos raw ang kanyang pera.

Habang naninigarilyo sa labas ang suspek nagkaroon ng pagkakataon na makatakas at makapagsumbong sa pulisya ang biktima.

Rumesponde sa lugar ang pulisya at nagmatigas pa ang suspek noong una, kailangan niya raw ng Australian Lawyer at embassy. Pero kalaunan ay sumunod na rin ito sa pulis.

Kahapon ay isinampa na rin ang kasong paglabag sa RA 9262 Violence against women and children, hindi nakapagpiyansa ang suspek kaya nakakulong ito sa Aklan Rehabilitation Center.##

Una rito, nakatanggap ng petisyon ang Sangguniang Barangay ng Poblacion na ipagiba ang bahay kaugnay ng reklamo sa mga menor de edad na nag-iingay.

Ayon kay Punong Barangay Niel Candelario, umiinom umano ang menor at doon narin natutulog sa nasabing kubo. Ilan rin umano sa mga ito ang sangkot sa mga kaso ng nakawan sa bayang ito.

Wala na umanong nakatira sa bahay na ito na pagmamay-ari ni alyas Tatang.

Ginawa nang tuluyan ng mga menor de edad ang kubo kapag naglalayas sa kanilang sariling bahay. Galing umano sila sa iba-ibang barangay sa Kalibo.

Dalawa pang menor de edad - lalaki at babae ang naiulat sa Barangay na naglayas at hindi naabutan doon sa lugar.

Pinasasara at pinababatanyan na ng barangay sa mga tanod ang nasabing bahay para hindi na muling matirhan ng mga menor.

Nasa pangangalaga na ngayon ng Women and Children and Protection Desk ng Municipal Social Welfare and Development Office ng Kalibo ang mga nasabing bata para sa kaukulang disposisyon.##

BILANGGUAN ANG bagsak ng lalaking ito makaraang mahulihan ng droga sa isang buy bust operation hapon ng Martes sa Brgy. Dongon East, Numancia.

Kinilala ang suspek na si James Cipriano, 24-anyos, karpentero, tubong Quezon City at residente ng Brgy. Andagao, Kalibo.

Nasabat sa kanya ang dalawang sachet na pinaghihinalaang shabu pati na ang Php4,000 na ginamit sa buy bust operation. Kinumpiska ng kapulisan ang cellphone at pera.

Itinaggi naman ng suspek ang pagkakasangkot sa iligal na droga. Bagaman gumagamit umano siya noon, matagal na niya itong tinigilan.

Ayon kay PCInsp. Frenzy Andrade, hepe ng Provincial Drug Enforcement Agency, tatlong buwan na nilang minamanmanan ang suspek hanggang sa matimbog nila.

Mahaharap sa kasong paglabag sa Republic Act 9165 o Comprehensive Dangerous Drugs Act of 2002 ang naturanf lalaki.##

PROBLEMA NGAYON sa Makato kung saan dadalhin ang mga basurang nakokolekta sa kanilang munisipyo at sa pamilihang bayan.

Ipinasara kasi ng Sangguniang Barangay ang Sanitary Landfill sa Cabatanga sa nasabing bayan sa bisa ng isang resolusyon.

Ayon sa konseho ng Cabatanga, ang hakbang na ito ay base rin sa resolusyong ipinasa ng Sangguniang Bayan sa pangunguna ni Vice Mayor Bob Legaspi.

Isinaad sa kanilang Barangay Resolution 2018-09 na ang sanitary land fill ay isa umanong dump site at iligal ito. Wala umanong proper segragation ng basura.

Iginiit rin sa resolusyon na walang kaukulang Environmental Compliance Certificate ang nasabing land fill.

Agosto 16 nang magpasa ang SB Makato ng Resolution 2018-72 na nagrerekomenda sa alkalde na ipasara ang sanitary landfill dahil sa paglabag sa mga batas.

Hindi inaprubahan ni Mayor Abencio Torres ang resolusyon dahil halos mag-iisang buwan na umano bago natanggap ng kanyang opisina ang kopya ng resolusyon.

Sa kanyang sulat-tugon sa SB sinabi niya ang pangamba sa posibleng pagdami ng basura sa kanilang bayan kasunod ng pagsasarang ito.

Aniya, dapat ay gamitin muna ang nasabing land fill habang naghahap pa ng panibagong lupa para sa mga basura. Idinulog na ng alkalde ang usapin sa Department of Environment and Natural Resources.##

Ang mga ito ay pagmamay-ari ng negosyanteng si Refugium David, 55-anyos ng Brgy. Poblacion sa naturang bayan.

Nakarinig umano ng ingay sa sala ang biktima habang natutulog sa kuwarto. Nang usisain, nasa apat umano na kalalakihan ang kanyang nakita.

Binugbog umano siya. Nagkunwari siyang nawalan ng malay at hinintay na makaalis ang mga suspek. Nagtamo siya ng mga pasa sa katawan.

Hindi niya namukhaan ang mga suspek dahil nakatakip umano ng mga damit ang kanilang mga mukha. Dumaan umano ang mga ito sa bintana.

Nabatid na siya lang ang mag-isa sa bahay. Ang kanyang asawa ay nasa abroad umano.

Ang insidenteng ito ay inireport na niya sa kapulisan. Patuloy naman ang isinasagawa nilang imbestigasyon sa kaso.##

Sa panayam ng Energy FM Kalibo kay Aklan Jetty Port Administrator Niven Maquirang umaga ng Biyenes sinabi niya na ang mga station 2 at 3 at ang Cagban Port ay magiging entry at exit point.

Aniya ang mga turista at mga residente sa Isla ay dadaan sa main building ng Caticlan Jetty Port samantalang ang mga workers ay dadaan sa reclaimed area malapit sa port.

Ang mga bangka aniyang biyahe ay may mga pangalan na kaagad kung saan ito dadaong. Dadaan parin umano sa pagbusisi ang mga pasahero.

Hindi muna aniya papayagang mag-operate ang mga welcome center ng mga resort at hotel sa Caticlan.

Ang panukalang pagbabago umanong ito sa biyahe ng mga bangka ay pansamantala lamang dahil patuloy pang inaayos ngayon ang main road sa Isla.

Samantala, planong ipatupad ang "no booking, no entry" policy sa Isla. Sisiguraduhin ng Department of Tourism na ang mga bisita ay nakabook na sa mga compliant establishment lamang bago payagang makapasok sa Boracay.
