Ngayong araw ng Sabado ay isang ground breaking ceremony ang isinagawa sa lugar at posibleng matapos bago magbukas ang Isla ng Boracay.
Sa kanyang mensahe sinabi ni LTO asst. regional director Gaudioso Geduspan na ang bagong LTO office ay tugon ng gobyerno sa dumaraming nangangailangan ng kanilang serbisyo.
"We are bringing government services malapit sa tao... Closer to the people of Malay, closer to the people of Nabas, closer to the people of Aklan, and closer to the people also of Antique and Boracay," sabi ni Geduspan.
Ayon naman kay Cong. Carlito Marquez, ang proyekto ay bunga ng pagsisikap ng kanyang administrasyon noon na makahanap ng loteng pagtatayuan ng LTO.
Ang 1,200 sq meters ng lupa ay idinonate ng TPW (Traje-Panado-Wacan) Group Inc. at sila narin ang magpapatayo ng gusali na uupahan ng gobyerno.
Sinabi ni Atty. Rey Traje ng TPW na posibleng matapos ang konstrukyson bago magbukas ang Boracay sa October 26.

Umaalma ngayon ang ilang mga tricycle driver sa Kalibo na pinagbayad ng munisipyo para sa lamination ng bagong fare matrix pero walang resibo.

Kasunod ito ng patuloy na pagguho ng lupa sa bahaging ito ng kalsada dahil sa mga pag-ulan sa lugar. Mapapansin na halos kalahati na ng kalsada ang gumuho.
Inanunsiyo ito ni Department of Public Works and Highway (DPWH) - Aklan District Engr. Noel Fuentebella sa Energy FM Kalibo umaga ngayong Byernes.
Kaugnay rito, sa Lunes ay magbabantay na ang kapulisan para abisuhan ang mga heavy vehicle na papuntang Malay na sa Pandan, Antique na sila dadaan palabas ng Buruanga, Aklan. Ito rin ang daraanan pabalik.

CIMATU: TASK FORCE TO SET UP ONE-STOP SHOP FOR BORACAY BUSINESS PERMITS
In response to President Rodrigo Roa Duterte’s directive to promote ease of doing business with government offices, the Boracay Inter-Agency Task Force (BIATF) has streamlined the process of securing necessary permits for commercial establishments in Boracay through a one-stop shop.
The one-stop shop is manned by personnel from the Department of Environment and Natural Resources (DENR), the Department of Tourism (DOT), and the Department of the Interior and Local Government (DILG).
BIATF chair DENR Secretary Roy A. Cimatu said the one-stop shop will assist business owners in complying with the requirements needed for them to operate when Boracay reopens on October 26.
Cimatu reminded business owners to secure the necessary permits, licenses and certifications, otherwise they will remain closed once the resort island reopens at the end of the six-month rehabilitation period.
“The reopening of Boracay does not mean that all establishments will also reopen. They will have to first secure the necessary permits and comply with existing conditions or requirements,” Cimatu said during the third meeting of the BIATF last week.
The BIATF was created by President Rodrigo Duterte to carry out rehabilitation works in Boracay, which he earlier described as a “cesspool” due to environmental problems plaguing the island known worldwide for its white sand beaches.
Cimatu said the DENR had already set up its own one-stop shop in its base operations at Station 3 of Boracay’s White Beach.
The agency provides services such as verification of the status or classification of the land occupied by an establishment and its compliance with easement rules.
The DENR’s Environmental Management Bureau (EMB) has also assigned its personnel to help evaluate compliance with environmental laws, particularly on clean water, clean air, solid waste management, and toxic substances and hazardous waste control.
The EMB is currently conducting on-site visits to all business establishments on the island to check on their compliance with various regulations issued by the DENR, including the setting up of sewerage treatment plants for hotels and resorts with more than five rooms.
The DENR’s one-stop shop also allows business owners to verify whether their establishments require an environmental compliance certificate or ECC, or simply a certificate of non-coverage for establishments with five rooms and below.
Aside from the DENR, establishments also need clearance from the DILG or the local government unit regarding their business and sanitation permits.
Once clearances are obtained from both the DENR and DILG, business owners could then seek accreditation from the DOT, subject to the agency’s own requirements or conditions. | DENR

Pero ayon kay Presidential spokesman Harry Roque, malinaw ang public policy ni Pangulong Rodrigo Duterte na hindi papayagan ang pagkakaroon ng casino sa isla.
“Well I think what the President has said is that he will not allow casinos. All other
investments are otherwise welcome into Boracay,” ani Roque.

Patay ang isang 28-anyos na lalaki sa bayan ng Nabas matapos mabundol ng rumaragasang dump truck hapon ng Miyerkules sa national highway ng Brgy. Rizal.
Kinilala ni PO2 Melvin Alba, imbestigador ng Nabas PNP, ang biktima na si Elgern Torres, tubong Caloocan at kasalukuyang residente nang nabanggit na barangay.
Binabaybay umano ng biktima ang kahabaan ng national highway sakay sa kanyang motorsiklo nang pagdating sa kurbdang bahagi ay nabundol siya ng kasalubong na truck.
Tumilapon umano ang biktima at kinaladkad pa ng truck ng nasa 20 talampakan ang kanyang motorsiklo.

Binalita ni Aklan lone district representative Carlito Marquez araw ng Miyerkules na inaprubahan na ng senate committee ang paghati sa Aklan sa dalawang distrito.
Sa pangunguna ni Sen. Sonny Angara, inaprubahan ng Senate Committee on Local Government ang House Bill no. 7522 or An Act Reapportioning the Province of Aklan into Two (2) Legislative Districts na inihain ni Cong. Marquez.

Ayon sa imbestigasyon ng Kalibo PNP, ang motorsiklo ay menamaneho ni Elmer Umbao, 23-anyos kasama ang sakay na si Carlo John Alaban, mga residente ng Polo, New Washington.
Patungo ang kanilang direksyon sa New Washington nang aksidente itong bumangga sa topdown na tricycle na menamaneho ni Mark Anthony Francisco. Sakay nito sina Joven Froilan Negrosa, Noel Loquisan at Rialyn Antonio na patungo naman ng Kalibo.
Confine sa intensive care unit sa isang pribadong ospital ang sakay ng motor na si Alaban na nagtamo ng malubhang sugat sa ulo at bali sa kanyang paa.
Nasa ICU rin ng Provincial Hospital ang driver ng topdown na si Francisco na nagtamo rin ng malubhang sugat sa ulo at unconscious umano nang isugod dito.

Kinilala sa report ng Boracay PNP ang suspek na si Don Visca Salvador, 35-anyos, tubong Sta. Fe, Romblon at residente ng So. Malabunot, Brgy. Manoc-manoc, Malay.
Ayon sa kapulisan, inireklamo umano ang suspek matapos magpakita ng baril sa kanyang mga kapitbahay habang umiinom.
Agad rumesponde ang mga tauhan ng Boracay PNP at naabutan nila ang suspek sa labas ng bahay na umiinom at nakitaan ng baril na nakasukbit sa kanyang baywang.
Nang usisain na umano ng PNP ay itinapon niya sa lupa ang baril na isang Smith and Wesson 357 Magnum revolver laman ang anim na live ammunition.

48-ANYOS NA LALAKI BINARIL SA BAYAN NG LIBACAO; SUSPEK SARILING PAMANGKIN
Isang lalaki sa bayan ng Libacao ang nagtamo ng sugat sa iba-ibang bahagi ng katawan matapos siyang barilin ng sariling pamangkin sa Brgy. Manica gabi ng Lunes.
Nakilala ang biktima na si Zaldy Valentin, 48-anyos, habang ang suspek ay si Clyde Valentin, nasa legal na edad, pawang mga magsasaka at mga residente ng naturang barangay.
Ayon sa biktima nag-ugat ang lahat ng pinauuwi niya ang kanyang manugang na lalaki mula sa bahay ng kanyang pamangkin kalapit lamang ng kanyang bahay.
Nagalit umano ang suspek lalu at nakainom pa ito. Kumuha umano ito ng dedose o improvised shotgun at binaril siya. Nagtamo siya ng daplis ng bala sa noo at sa dibdib.
Tumakas naman umano agad ang suspek matapos ang insidente. Kinabukasan pa bago madala sa ospital ang biktima. Sa araw lang ding ito nakarating ang ulat sa pulisya.
Naka-confine ngayon sa provincial hospital sa Kalibo ang biktima.

• THE AKLAN SP HAS ALSO BEEN A MODEL AND A FAVOURITE FOR BENCHMARKING ACTIVITIES BY SANGGUNIANS FROM OTHER PROVINCES EVEN OUTSIDE OF WESTERN VISAYAS.
• IT’S UNCOMMON FOR LEGISLATORS TO GO OUT OF THE CONFINES OF THEIR OFFICES AND SESSION HALLS TO DO SOME FIELD WORK, BUT HERE IN AKLAN, OUR SP IS VERY MUCH INVOLVED IN ENSURING THAT OUR INITIATIVES ESPECIALLY IN AGRICULTURE ARE GIVEN THAT EXTRA PUSH.
• THANK YOU FOR YOUR INITIATIVES IN THE TILAPIA HATCHERY PROJECT IN NALOOK, ADDITIONAL PATROL BOAT FOR OUR BANTAY DAGAT, AND RAINSHELTER PROJECT FOR OUR SCHOOLS.
• THANK YOU FOR MAKING MY JOB EASIER.
• FOR ALL THESE HARD WORK, I WOULD LIKE TO CONGRATULATE VICE GOVERNOR BOY QUIMPO FOR STEERING THE WHEEL OF OUR SP TO EXCELLENCE!

• IN MY STATE OF THE PROVINCE ADDRESS IN 2015, WHEN WE WERE STILL FEELING THE EFFECTS OF YOLANDA, I CATEGORICALLY SAID THAT WE SHOULD NO LONGER DWELL ON OUR SAD STATE BUT FOCUS ON OUR GOALS FOR THE FUTURE.
• I SAY AGAIN THIS TIME WITH THE CLOSURE OF BORACAY THAT LOSING FOCUS HAS NO PLACE AND THERE IS NO POINT TO FINGER POINT. OUR TIME FOR PUBLIC SERVICE HAS NO ROOM FOR NAYSAYERS AND THAT WE GO STRAIGHT TO BUSINESS OF TALKING AND ACTING ON REHABILITATION.
• WE HAVE IDENTIFIED KEY ISSUES IN THE ISLAND WHICH WE THINK ARE THE ONES THAT THE PROVINCIAL GOVERNMENT CAN ACTIVELY HELP TO ADDRESS TOGETHER WITH THE BORACAY INTER-AGENCY TASK FORCE.
FIRST, POOR MAINTENANCE OF DRAINAGE AND SEWERAGE SYSTEM CAUSING FLOODING IN THE MAIN THOROUGHFARES;
SECOND, ILLEGAL CONNECTION OF WASTE WATER PIPES TO THE STORM DRAINAGE SYSTEM RATHER THAN TO THE SEWERAGE SYSTEM;
THIRD, ILLEGAL STRUCTURES BUILT ON THE ISLAND’S WETLANDS AND FORESTLANDS;
FOURTH, STRUCTURES BUILT WITHIN THE 12-METER EASEMENT RESTRICTIONS ALONG THE ISLAND’S MAJOR THOROUGHFARES CAUSING TRAFFIC CONGESTION AS WELL AS THOSE ESTABLISHMENTS ENCROACHING ON THE 25 + 5 METERS SETBACK REQUIREMENTS AT THE BEACH FRONT.
• BASED ON THESE ISSUES, WE IMMEDIATELY EMBARKED ON VARIOUS REHABILITATION ACTIVITIES AND INITIATIVES. SOME OF THESE EFFORTS HAVE EVEN COMMENCED PRIOR TO THE DECLARATION OF THE CLOSURE OF THE ISLAND:
1. MOBILIZED PERSONNEL FROM THE PROVINCIAL ENGINEER’S OFFICE TO DE-CLOG DRAINAGE CANAL STARTING MARCH 20, 2018, PRIORITIZING AREAS ALONG THE MAIN ROAD, PARTICULARLY BETWEEN STATION X AND CRAFTS. WHILE DE-CLOGGING WAS DONE, ILLEGAL PIPING CONNECTIONS THAT DISCHARGE WASTE WATER WERE EXPOSED. IN COORDINATION WITH LGU MALAY AND DENR, THESE ILLEGAL PIPES WERE PLUGGED;
2. COLLABORATED WITH BORACAY ISLAND WATER COMPANY AND BORACAY TUBI SYSTEM INC. IN THE DE-CLOGGING OPERATIONS AND FINDING OF ILLEGAL CONNECTIONS;

5. DONATED A MINI DUMP TRUCK TO BRGY. BALABAG FOR ITS SOLID WASTE MANAGEMENT ACTIVITIES;

• WITH ALL THESE PRO-ACTIVE REHABILITATION EFFORTS FROM OUR END, DONE IN CLOSE COORDINATION AND COOPERATION WITH THE BORACAY INTER-AGENCY REHABILITATION TASK FORCE, WE CAN SHARE THE EXPECTATION OF A “BETTER BORACAY” ON ITS RE-OPENING WITHIN THE SIX-MONTH PERIOD TIMELINE OF PRESIDENT RODRIGO DUTERTE.
• I HAVE BEEN WITH TASKFORCE CHAIR DENR SECRETARY ROY CIMATU PERSONALLY IN MOST OF HIS ACTIVITIES IN THE ISLAND AND I FIRMLY BELIEVE THAT WE ARE ON TRACK.
• THE CHANGES ARE NOTICEABLE WITH THE QUALITY OF WATER AROUND THE ISLAND DECLARED AS WITHIN CLASS SB MEANING IT IS SAFE FOR SWIMMING AND OTHER RECREATIONAL ACTIVITIES. WE CAN NOW EXPECT EXPANDED ROAD NETWORKS WITH WIDER SIDEWALKS, BETTER MANAGED DRAINAGE AND SEWERAGE SYSTEMS, PROPER DISPOSITION OF GARBAGE, REINVIGORATED WETLANDS, AND A FRONTBEACH WHOSE BEAUTY IS BROUGHT BACK TO ITS NATURAL CAPTIVATING STATE.
• THE CLOSURE OF BORACAY EXTENDS ITS CHILLING EFFECT TO OUR HOSPITAL OPERATIONS FOR THIS YEAR.
• AS I HAVE PREVIOUSLY REPORTED, LOOKING AT THE FINANCIAL SITUATION OF OUR DR. RAFAEL S. TUMBUKON MEMORIAL HOSPITAL, IBAJAY DISTRICT HOSPITAL AND ALTAVAS DISTRICT HOSPITAL FROM 2014-2016, IT WOULD INDICATE THAT THE THREE EEDD HOSPITALS INCURRED OPERATIONAL EXPENSES OF 1.1 BILLION PESOS WHILE EARNING REVENUES OF ONLY 592 MILLION PESOS.WITH EASE, WE MANAGED TO COPE WITH THE BALANCE OF 486 MILLION PESOS TO SUSTAIN HOSPITAL OPERATIONS FROM THE NET INCOME OF THE CATICLAN AND CAGBAN JETTY PORTS. WITH THE CLOSURE, OUR YEARLY SUBSIDY OF APPROXIMATELY 160 MILLION TO OUR HOSPITAL OPERATIONS IS NOT AVAILABLE ANYMORE.
• THIS SITUATION HAS PUSHED OUR PROVINCIAL GOVERNMENT TO IMPLEMENT STRATEGIES AND MEASURES THAT WOULD RENDER US CAPABLE OF COPING, ESPECIALLY WITH THE DELIVERY OF BASIC SERVICES WHILE WE ARE STILL IN THIS TEMPORARY SETBACK.
• IN ORDER TO PROVIDE CONTINUOUS SUPPLY OF DRUGS AND OTHER MEDICAL SUPPLIES TO OUR HOSPITALS, THE AKLAN CONSIGNMENT SYSTEM IS BEING PRIORITIZED AS THE MODE OF PROCUREMENT SINCE IT DOESN’T NEED ANY APPROPRIATION. THIS WAS AN INNOVATION WE INTRODUCED STARTING 2014 AND IT IS SUCH A BLESSING THAT WE CAN NOW USE IT AS LEVERAGE TO DAMPEN THE EFFECT OF THIS TRYING TIME TO OUR HOSPITALS.
• DUE TO EXCELLENT FISCAL MANAGEMENT OF OUR PROVINCIAL LOCAL FINANCE COMMITTEE IN THE PRIOR YEARS, THE PROVINCE HAS MANAGED TO SAVE 120 MILLION PESOS FROM THE GENERAL FUND WHICH WE ARE NOW USING TO SUBSIDIZE OUR HOSPITAL OPERATIONS IN ORDER TO CONTINUE ITS SERVICES.
• WORTHY TO NOTE IS THAT WE MANAGED TO INCREASE OUR REAL PROPERTY TAX COLLECTION FROM 28.8 MILLION PESOS OF 2016 TO 42.2 MILLION PESOSFOR 2017.
• WE ARE EXERCISING PRUDENCE IN OUR SPENDINGS THRU POLICIES CAREFULLY IMPLEMENTED BY OUR FINANCE DEPARTMENTS. THERE WILL BE NO DISBURSEMENT FOR CAPITAL OUTLAY UNDER THE EEDD AS WELL AS PRIORITIZED SPENDING ON ROUTINE GOVERNMENT EXPENDITURES FOR THE TIME BEING.
• CLEARLY, YOUR PROVINCIAL GOVERNMENT IS HANDLING THE SITUATION LIKE JUST ANOTHER DAY IN THE OFFICE. IT IS ON SITUATIONS LIKE THIS THAT WE APPRECIATE FURTHER THE SIGNIFICANCE OF OUR PAST EFFORTS AS THESE WILL REAP ITS REWARDS IN THE COMING DAYS.

2) WE HAVE ALSO MANAGED TO PROCURE, INSPECT AND RELEASE 107 MILLION PESOS WORTH OF EQUIPMENT FOR OUR FACILITIES ESPECIALLY OUR ECONOMIC ENTERPRISE DEVELOPMENT DEPARTMENT UNITS WITH FOCUS ON OUR HOSPITALS. THIS WILL REDOUND INTO MORE REVENUES CONSIDERING THAT OUR FACILITIES PROVIDE EQUIPMENT COMPARABLE TO PRIVATE HOSPITALS.
• SINCE I ASSUMED OFFICE LAST 2013, WE HAVE BEEN STRIVING FOR NOTHING SHORT OF EXCELLENCE IN ALL FIELDS OF ADMINISTRATION. THIS ATTITUDE IN OUR JOURNEY OF GOOD GOVERNANCE PREPARED US FOR THE RAINY DAY, SO TO SPEAK.

THIS INDICATES THAT AKLAN HAS BEEN A CONSISTENT WINNER SINCE ITS INCEPTION IN 2015 MAKING AKLAN PROVINCE A GRAND SLAM WINNER.
• THE PROMINENT MARKINGS ARE PROOF THAT OUR BRAND OF PUBLIC SERVICE EXCELLED IN ALL THE CORE ASSESSMENT AREAS- FINANCIAL ADMINISTRATION, SOCIAL PROTECTION, DISASTER PREPAREDNESS, PEACE AND ORDER AND OTHER ASSESSMENT ESSENTIAL AREAS- BUSINESS FRIENDLINESS AND COMPETITIVENESS, ENVIRONMENTAL MANAGEMENT, AND TOURISM, CULTURE AND THE ARTS.
• PASSING THE GOOD GOVERNANCE STANDARDS SET BY DILG INDICATES THAT THE PROVINCE OF AKLAN HAS BEEN STEADFAST IN ITS GOAL TO EFFICIENTLY DELIVER THE PUBLIC SERVICES NEEDED BY THE AKLANONS WITH INTEGRITY AND ACCOUNTABILITY.
• THE PROVINCE WAS ALSO RECOGNIZED AS THE 2017 BEST PERFORMING PROVINCE IN REGION VI BY THE DILG REGIONAL OFFICE VI SEARCH FOR EXCELLENCE IN LOCAL GOVERNANCE (EXCELL) WHEN IT WAS ADJUDGED AS THE CHAMPION IN ADMINISTRATIVE GOVERNANCE, CHAMPION IN SOCIAL GOVERNANCE, AND 1ST RUNNER-UP IN ECONOMIC GOVERNANCE. • ALL OUR NURSES IN THE DR. RAFAEL S. TUMBUKON MEMORIAL HOSPITAL AND THE CHIEF NURSES OF THE OTHER PERIPHERAL HOSPITALS WERE TRAINED TO ENHANCE THEIR CLINICAL COMPETENCIES AND STRENGTHENED THEIR PROFESSIONAL DEVELOPMENT.
• THROUGH THESE DIFFERENT PARTNERSHIPS AND OUR CONSTANT DIALOGUE WITH OUR MUNICIPAL MAYORS, MUNICIPAL HEALTH OFFICERS, HOSPITAL PERSONNEL AND DEPARTMENT HEADS, I AM PLEASED TO SHARE WITH YOU OUR SHARED ACCOMPLISHMENTS IN HEALTH.

• OUR PROVINCIAL HOSPITAL HAS NOW BEEN UPGRADED TO LEVEL 2 FROM A LEVEL 1 FACILITY.
• WE NO LONGER HAVE OUT PATIENT DEPARTMENT LEVEL HOSPITALS SINCE THE LIBACAO MUNICIPAL INFIRMARY AND CIRIACO S. TIROL HOSPITAL HAVE BEEN UPGRADED TO INFIRMARY LEVEL FACILITIES.
• IN ADDITION, WE ALSO WANT TO PUSH FURTHER AND WANT TO UPGRADE OUR IBAJAY DISTRICT HOSPITAL, MALAY MUNICIPAL HOSPITAL AND CIRIACO S. TIROL HOSPITAL TO LEVEL 1 HOSPITAL FACILITIES.
• BASED ON OUR STATISTICS, WE HAVE MADE IMPROVEMENTS IN OUR BED OCCUPANCY RATE. OUR PROVINCIAL HOSPITAL’S BED OCCUPANCY RATE HAS DECREASED FROM 219% IN 2016 TO 178% IN 2018, WHILE THE AVERAGE BED OCCUPANCY RATE OF OUR DISTRICT AND MUNICIPAL HOSPITALS HAVE INCREASED FROM 49% IN 2016 TO 73% IN 2018. IT IS CRUCIAL TO HAVE STRATEGIC IMPROVEMENT OF OUR PERIPHERAL HOSPITALS SO THAT WE CAN DECONGEST OUR PROVINCIAL HOSPITAL.
• ANOTHER ACCOMPLISHMENT IS A NEWLY-BUILT HOSPITAL WING IN DRSTMH. THE FIRST FLOOR OF THE BUILDING HOUSES OUR NEW OUT PATIENT DEPARTMENT. IT IS EQUIPPED WITH A COMPUTERIZED QUEUING SYSTEM IN ORDER TO STREAMLINE AND HASTEN THE WAITING TIME OF OUR PATIENTS.
• THE SURGERY AND ORTHOPEDIC WARD IS LOCATED ON THE 2ND FLOOR WHILE THE PEDIA WARD AND PEDIA ICU ARE SITUATED ON THE 3RD FLOOR.
• ALL THE WARD ROOMS OF THIS NEWLY CONSTRUCTED WING ARE FULLY AIRCONDITIONED AND DESIGNED TO HAVE A BETTER PATIENT EXPERIENCE.
• IT IS REALLY MY DESIRE THAT OUR PATIENTS, ESPECIALLY THOSE THAT ARE INDIGENTS WILL HAVE FINANCIAL RISK PROTECTION WHENEVER THEY GET SICK.
• TO ENSURE THAT THEY WILL NOT HAVE OUT OF POCKET EXPENSES WHEN THEY SEEK HOSPITAL SERVICES, WE PARTNERED WITH PAYMAYA IN ORDER FORAKLANON INDIGENTS TO AVAIL OF THE FAMILY MEDICAL CARDS PRELOADED WITH 5,000 PESOS PER MEMBER OF THE FAMILY. THEY CAN UTILIZE THESE CARDS TO PAY FOR THEIR INITIAL HOSPITAL EXPENSES.
• BEYOND MY MANDATE ON THE CURATIVE CARE, I ALSO LOOKED FURTHER ON HOW TO BRIDGE THE GAPS IN THE PREVENTIVE AND PROMOTIVE ASPECTS OF THE HEALTH SYSTEM.
• WE HAVE EXPANDED THE MEMBERSHIP OF THE LOCAL HEALTH BOARD TO INCLUDE ALL THE MUNICIPAL HEALTH OFFICERS.
• WE HAVE MADE IT AS A GOAL TO REDUCE MATERNAL DEATHS IN THE PROVINCE; HENCE, WE PRIORITIZED THE ACCREDITATION OF THE MUNICIPAL BIRTHING FACILITIES. THERE IS NOW AN INCREASE IN THE NUMBER OF LICENSED BIRTHING FACILITIES FROM 7 IN 2016 TO 10 IN 2018.
• I ALSO SAW THE IMPORTANCE OF STRENGTHENING AND CAPACITATING OUR 2,928 FRONTLINE WORKERS, WHICH ARE THE BARANGAY HEALTH WORKERS. A CUSTOMIZED TRAINING MODULE WAS DEVELOPED AND A TRAINING TEAM WAS ESTABLISHED TO CONDUCT THE ROLL-OUTOF THE TRAINING TO ALL THE BHWS. OTHER PRIORITY PROGRAMS SUCH AS THE MATERNAL AND CHILD HEALTH, TB, HIV, ACCIDENTS AND SUBSTANCE ABUSE ARE ALSO GIVEN IMPORTANCE.
• INFRASTRUCTURE IS A CORE RESPONSIBILITY OF GOVERNMENT AND WE HAVE BEEN VIGOROUS ON THIS FRONT. FOR 2017, THE TOTAL LENGTH OF 31.79 KILOMETERS OF PROVINCIAL ROADS AND SOME BARANGAY ROADS WERE CONCRETED, REHABILITATED AND IMPROVED WITH THE SIMULTANEOUS IMPLEMENTATION OF 26 PROJECTS FUNDED BOTH UNDER REGULAR AND EXTERNAL SOURCES.

• ON APRIL 12, 2018, THE PROVINCE OF AKLAN RECEIVED FROM THE DEPARTMENT OF AGRICULTURE REGIONAL FIELD OFFICE VI, 92 FARM EQUIPMENT WHICH INCLUDES 15 FLOATING TILLERS, 50 RICE REAPERS, 15 PUMP & ENGINE SETS, 6 CORN SHELLERS AND 6 SHREDDER AMOUNTING TO A TOTAL OF P13 MILLION AS PART OF THE YOLANDA REHABILITATION AND RECONSTRUCTION PROGRAM.

• IN MY STATE OF THE PROVINCE ADDRESS IN 2015, WHEN WE WERE STILL FEELING THE EFFECTS OF YOLANDA, I CATEGORICALLY SAID THAT WE SHOULD NO LONGER DWELL ON OUR SAD STATE BUT FOCUS ON OUR GOALS FOR THE FUTURE.
• I SAY AGAIN THIS TIME WITH THE CLOSURE OF BORACAY THAT LOSING FOCUS HAS NO PLACE AND THERE IS NO POINT TO FINGER POINT. OUR TIME FOR PUBLIC SERVICE HAS NO ROOM FOR NAYSAYERS AND THAT WE GO STRAIGHT TO BUSINESS OF TALKING AND ACTING ON REHABILITATION.
• WE HAVE IDENTIFIED KEY ISSUES IN THE ISLAND WHICH WE THINK ARE THE ONES THAT THE PROVINCIAL GOVERNMENT CAN ACTIVELY HELP TO ADDRESS TOGETHER WITH THE BORACAY INTER-AGENCY TASK FORCE.
FIRST, POOR MAINTENANCE OF DRAINAGE AND SEWERAGE SYSTEM CAUSING FLOODING IN THE MAIN THOROUGHFARES;
SECOND, ILLEGAL CONNECTION OF WASTE WATER PIPES TO THE STORM DRAINAGE SYSTEM RATHER THAN TO THE SEWERAGE SYSTEM;
THIRD, ILLEGAL STRUCTURES BUILT ON THE ISLAND’S WETLANDS AND FORESTLANDS;
FOURTH, STRUCTURES BUILT WITHIN THE 12-METER EASEMENT RESTRICTIONS ALONG THE ISLAND’S MAJOR THOROUGHFARES CAUSING TRAFFIC CONGESTION AS WELL AS THOSE ESTABLISHMENTS ENCROACHING ON THE 25 + 5 METERS SETBACK REQUIREMENTS AT THE BEACH FRONT.
• BASED ON THESE ISSUES, WE IMMEDIATELY EMBARKED ON VARIOUS REHABILITATION ACTIVITIES AND INITIATIVES. SOME OF THESE EFFORTS HAVE EVEN COMMENCED PRIOR TO THE DECLARATION OF THE CLOSURE OF THE ISLAND:
1. MOBILIZED PERSONNEL FROM THE PROVINCIAL ENGINEER’S OFFICE TO DE-CLOG DRAINAGE CANAL STARTING MARCH 20, 2018, PRIORITIZING AREAS ALONG THE MAIN ROAD, PARTICULARLY BETWEEN STATION X AND CRAFTS. WHILE DE-CLOGGING WAS DONE, ILLEGAL PIPING CONNECTIONS THAT DISCHARGE WASTE WATER WERE EXPOSED. IN COORDINATION WITH LGU MALAY AND DENR, THESE ILLEGAL PIPES WERE PLUGGED;
2. COLLABORATED WITH BORACAY ISLAND WATER COMPANY AND BORACAY TUBI SYSTEM INC. IN THE DE-CLOGGING OPERATIONS AND FINDING OF ILLEGAL CONNECTIONS;
3. INITIATED THE REACTIVATION OF BRGY. BALABAG MATERIAL RECOVERY FACILITY FOR THE RESUMPTION OF COLLECTION AND RECYCLING OF GARBAGE WITHIN ITS JURISDICTION. USING PROVINCIAL FUNDS, WE CONTRACTED THE SERVICES OF WORKERS FOR THIS PURPOSE FROM APRIL TO JUNE. THE MRF WAS ALSO USED AS TEMPORARY DUMPING AREA OF DE-CLOGGED MATERIALS COMING FROM DRAINAGE CANAL AND DEBRIS FROM DEMOLISHED STRUCTURES;
4. DEPLOYED EQUIPMENT/TOOLS TO THE ISLAND FOR THE DE-CLOGGING AND DEMOLITION ACTIVITIES SUCH AS: DUMP TRUCKS, LOADER, BACKHOE, BOOM TRUCK, SERVICE VEHICLES, ELECTRIC HAMMERS, GENERATOR SETS, ETC.;
5. DONATED A MINI DUMP TRUCK TO BRGY. BALABAG FOR ITS SOLID WASTE MANAGEMENT ACTIVITIES;
6. DEPLOYED 315 WORKFORCE AND VOLUNTEERS IN BORACAY ISLAND FROM THE DIFFERENT LGUS IN AKLAN THROUGH THE LEAGUE OF MUNICIPALITIES ON APRIL 26 TO MAY 1, 2018;
7. COMPLETED CLEARING OPERATIONS LIKE DEMOLITION OF STRUCTURES AND CUTTING OF TREES FROM CAGBAN JETTY PORT TO ROTONDA FOR THE ROAD WIDENING;
8. SPEARHEADED THE DEMOLITION OF STRUCTURES AT ROAD 1A FOR THE ROAD WIDENING AND CONTINUING TO THE 25 +5 METERS OF EASEMENT AT THE BULABOG BEACH LINE WHERE GAP IN THE CIRCUMFERENTIAL ROAD WILL BE CONNECTED;
9. PARTICIPATED IN THE PARTIAL DEMOLITION OF WEST COVE RESORT IN BRGY. YAPAK;
10. DEMOLISHED BOARDING HOUSES MADE OF LIGHT MATERIALS WHICH WERE ILLEGALLY BUILT AT WETLAND NO. 6;
11. HELPED THE DENR IN EXPOSING ILLEGALLY INSTALLED PIPES ALONG THE LONG BEACH SHORELINE WHICH WERE DISCOVERED BY THE USE OF THEIR PENETRATING RADAR EQUIPMENT;
• WITH ALL THESE PRO-ACTIVE REHABILITATION EFFORTS FROM OUR END, DONE IN CLOSE COORDINATION AND COOPERATION WITH THE BORACAY INTER-AGENCY REHABILITATION TASK FORCE, WE CAN SHARE THE EXPECTATION OF A “BETTER BORACAY” ON ITS RE-OPENING WITHIN THE SIX-MONTH PERIOD TIMELINE OF PRESIDENT RODRIGO DUTERTE.
• I HAVE BEEN WITH TASKFORCE CHAIR DENR SECRETARY ROY CIMATU PERSONALLY IN MOST OF HIS ACTIVITIES IN THE ISLAND AND I FIRMLY BELIEVE THAT WE ARE ON TRACK.
• THE CHANGES ARE NOTICEABLE WITH THE QUALITY OF WATER AROUND THE ISLAND DECLARED AS WITHIN CLASS SB MEANING IT IS SAFE FOR SWIMMING AND OTHER RECREATIONAL ACTIVITIES. WE CAN NOW EXPECT EXPANDED ROAD NETWORKS WITH WIDER SIDEWALKS, BETTER MANAGED DRAINAGE AND SEWERAGE SYSTEMS, PROPER DISPOSITION OF GARBAGE, REINVIGORATED WETLANDS, AND A FRONTBEACH WHOSE BEAUTY IS BROUGHT BACK TO ITS NATURAL CAPTIVATING STATE.
• THE CLOSURE OF BORACAY EXTENDS ITS CHILLING EFFECT TO OUR HOSPITAL OPERATIONS FOR THIS YEAR.
• AS I HAVE PREVIOUSLY REPORTED, LOOKING AT THE FINANCIAL SITUATION OF OUR DR. RAFAEL S. TUMBUKON MEMORIAL HOSPITAL, IBAJAY DISTRICT HOSPITAL AND ALTAVAS DISTRICT HOSPITAL FROM 2014-2016, IT WOULD INDICATE THAT THE THREE EEDD HOSPITALS INCURRED OPERATIONAL EXPENSES OF 1.1 BILLION PESOS WHILE EARNING REVENUES OF ONLY 592 MILLION PESOS.WITH EASE, WE MANAGED TO COPE WITH THE BALANCE OF 486 MILLION PESOS TO SUSTAIN HOSPITAL OPERATIONS FROM THE NET INCOME OF THE CATICLAN AND CAGBAN JETTY PORTS. WITH THE CLOSURE, OUR YEARLY SUBSIDY OF APPROXIMATELY 160 MILLION TO OUR HOSPITAL OPERATIONS IS NOT AVAILABLE ANYMORE.
• THIS SITUATION HAS PUSHED OUR PROVINCIAL GOVERNMENT TO IMPLEMENT STRATEGIES AND MEASURES THAT WOULD RENDER US CAPABLE OF COPING, ESPECIALLY WITH THE DELIVERY OF BASIC SERVICES WHILE WE ARE STILL IN THIS TEMPORARY SETBACK.
• IN ORDER TO PROVIDE CONTINUOUS SUPPLY OF DRUGS AND OTHER MEDICAL SUPPLIES TO OUR HOSPITALS, THE AKLAN CONSIGNMENT SYSTEM IS BEING PRIORITIZED AS THE MODE OF PROCUREMENT SINCE IT DOESN’T NEED ANY APPROPRIATION. THIS WAS AN INNOVATION WE INTRODUCED STARTING 2014 AND IT IS SUCH A BLESSING THAT WE CAN NOW USE IT AS LEVERAGE TO DAMPEN THE EFFECT OF THIS TRYING TIME TO OUR HOSPITALS.
• DUE TO EXCELLENT FISCAL MANAGEMENT OF OUR PROVINCIAL LOCAL FINANCE COMMITTEE IN THE PRIOR YEARS, THE PROVINCE HAS MANAGED TO SAVE 120 MILLION PESOS FROM THE GENERAL FUND WHICH WE ARE NOW USING TO SUBSIDIZE OUR HOSPITAL OPERATIONS IN ORDER TO CONTINUE ITS SERVICES.
• WORTHY TO NOTE IS THAT WE MANAGED TO INCREASE OUR REAL PROPERTY TAX COLLECTION FROM 28.8 MILLION PESOS OF 2016 TO 42.2 MILLION PESOSFOR 2017.
• WE ARE EXERCISING PRUDENCE IN OUR SPENDINGS THRU POLICIES CAREFULLY IMPLEMENTED BY OUR FINANCE DEPARTMENTS. THERE WILL BE NO DISBURSEMENT FOR CAPITAL OUTLAY UNDER THE EEDD AS WELL AS PRIORITIZED SPENDING ON ROUTINE GOVERNMENT EXPENDITURES FOR THE TIME BEING.
• CLEARLY, YOUR PROVINCIAL GOVERNMENT IS HANDLING THE SITUATION LIKE JUST ANOTHER DAY IN THE OFFICE. IT IS ON SITUATIONS LIKE THIS THAT WE APPRECIATE FURTHER THE SIGNIFICANCE OF OUR PAST EFFORTS AS THESE WILL REAP ITS REWARDS IN THE COMING DAYS.
• BASIC EXAMPLES OF THESE PAST EFFORTS ARE:
1) THE SUCCESSFUL CONDUCT OF THE 2017 GENERAL REVISION OF REAL PROPERTIES PER TAX ORDINANCE NO. 2017-001, “AN ORDINANCE APPROVING THE SCHEDULE OF MARKET VALUES OF REAL PROPERTIES FOR THE SEVENTEEN (17) MUNCIPALITIES OF AKLAN FOR THE 2017 GENERAL REVISION AND FIXING THE CORRESPONDING ASSESSMENT LEVELS FOR ALL REAL PROPERTY CLASSIFICATIONS TO TAKE EFFECT BEGINNING JANUARY 1, 2018”. THIS WILL TRANSLATE TO MORE REVENUE FOR OUR COFFERS.
2) WE HAVE ALSO MANAGED TO PROCURE, INSPECT AND RELEASE 107 MILLION PESOS WORTH OF EQUIPMENT FOR OUR FACILITIES ESPECIALLY OUR ECONOMIC ENTERPRISE DEVELOPMENT DEPARTMENT UNITS WITH FOCUS ON OUR HOSPITALS. THIS WILL REDOUND INTO MORE REVENUES CONSIDERING THAT OUR FACILITIES PROVIDE EQUIPMENT COMPARABLE TO PRIVATE HOSPITALS.
• SINCE I ASSUMED OFFICE LAST 2013, WE HAVE BEEN STRIVING FOR NOTHING SHORT OF EXCELLENCE IN ALL FIELDS OF ADMINISTRATION. THIS ATTITUDE IN OUR JOURNEY OF GOOD GOVERNANCE PREPARED US FOR THE RAINY DAY, SO TO SPEAK.
• WHEN YOU ENTER THE PROVINCIAL CAPITOL MAIN BUILDING, ON THE WALL TO YOUR LEFT, WE HAVE DISPLAYED OUR 2015, 2016, AND 2017 SEAL OF GOOD LOCAL GOVERNANCE (SGLG) GIVEN BY THE DEPARTMENT OF THE INTERIOR AND LOCAL GOVERNMENT. THIS INDICATES THAT AKLAN HAS BEEN A CONSISTENT WINNER SINCE ITS INCEPTION IN 2015 MAKING AKLAN PROVINCE A GRAND SLAM WINNER.
• THE PROMINENT MARKINGS ARE PROOF THAT OUR BRAND OF PUBLIC SERVICE EXCELLED IN ALL THE CORE ASSESSMENT AREAS- FINANCIAL ADMINISTRATION, SOCIAL PROTECTION, DISASTER PREPAREDNESS, PEACE AND ORDER AND OTHER ASSESSMENT ESSENTIAL AREAS- BUSINESS FRIENDLINESS AND COMPETITIVENESS, ENVIRONMENTAL MANAGEMENT, AND TOURISM, CULTURE AND THE ARTS.
• PASSING THE GOOD GOVERNANCE STANDARDS SET BY DILG INDICATES THAT THE PROVINCE OF AKLAN HAS BEEN STEADFAST IN ITS GOAL TO EFFICIENTLY DELIVER THE PUBLIC SERVICES NEEDED BY THE AKLANONS WITH INTEGRITY AND ACCOUNTABILITY.
• THE PROVINCE WAS ALSO RECOGNIZED AS THE 2017 BEST PERFORMING PROVINCE IN REGION VI BY THE DILG REGIONAL OFFICE VI SEARCH FOR EXCELLENCE IN LOCAL GOVERNANCE (EXCELL) WHEN IT WAS ADJUDGED AS THE CHAMPION IN ADMINISTRATIVE GOVERNANCE, CHAMPION IN SOCIAL GOVERNANCE, AND 1ST RUNNER-UP IN ECONOMIC GOVERNANCE. EXCELL IS AN AWARD THAT GIVES RECOGNITION TO LGUS THAT SHOWED EXEMPLARY PERFORMANCE IN THE AREAS OF ADMINISTRATIVE, SOCIAL, ECONOMIC, AND ENVIRONMENTAL GOVERNANCE.

• MOREOVER, LAST JULY 20, 2018, THE CIVIL SERVICE COMMISSION CONFERRED TO THE PROVINCIAL GOVERNMENT OF AKLAN THE PRIME-HRM BRONZE AWARD, THE HIGHEST AWARD GIVEN BY THE COMMISSION FOR 2017 AND 2018 TO A GOVERNMENT AGENCY.
• THIS AWARD WAS GIVEN TO THE PROVINCIAL GOVERNMENT OF AKLAN FOR MEETING THE LEVEL 2 ACCREDITATION IN THE SYSTEMS, COMPETENCIES, AND PRACTICES IN MANAGING OUR HUMAN RESOURCES.
• IT IS NOTEWORTHY TO MENTION THAT THE PROVINCIAL GOVERNMENT OF AKLAN IS THE FIRST AND ONLY LOCAL GOVERNMENT UNIT IN WESTERN VISAYAS TO BE CONFERRED WITH SUCH AWARD.

• ALL OUR NURSES IN THE DR. RAFAEL S. TUMBUKON MEMORIAL HOSPITAL AND THE CHIEF NURSES OF THE OTHER PERIPHERAL HOSPITALS WERE TRAINED TO ENHANCE THEIR CLINICAL COMPETENCIES AND STRENGTHENED THEIR PROFESSIONAL DEVELOPMENT.
• THROUGH THESE DIFFERENT PARTNERSHIPS AND OUR CONSTANT DIALOGUE WITH OUR MUNICIPAL MAYORS, MUNICIPAL HEALTH OFFICERS, HOSPITAL PERSONNEL AND DEPARTMENT HEADS, I AM PLEASED TO SHARE WITH YOU OUR SHARED ACCOMPLISHMENTS IN HEALTH.
• FOR THE CURATIVE SIDE, OUR HOSPITALS ARE NOW FULLY COMPLIANT WITH THE DOH LICENSING AND ACCREDITATION STANDARDS.
• OUR PROVINCIAL HOSPITAL HAS NOW BEEN UPGRADED TO LEVEL 2 FROM A LEVEL 1 FACILITY.
• WE NO LONGER HAVE OUT PATIENT DEPARTMENT LEVEL HOSPITALS SINCE THE LIBACAO MUNICIPAL INFIRMARY AND CIRIACO S. TIROL HOSPITAL HAVE BEEN UPGRADED TO INFIRMARY LEVEL FACILITIES.
• IN ADDITION, WE ALSO WANT TO PUSH FURTHER AND WANT TO UPGRADE OUR IBAJAY DISTRICT HOSPITAL, MALAY MUNICIPAL HOSPITAL AND CIRIACO S. TIROL HOSPITAL TO LEVEL 1 HOSPITAL FACILITIES.
• BASED ON OUR STATISTICS, WE HAVE MADE IMPROVEMENTS IN OUR BED OCCUPANCY RATE. OUR PROVINCIAL HOSPITAL’S BED OCCUPANCY RATE HAS DECREASED FROM 219% IN 2016 TO 178% IN 2018, WHILE THE AVERAGE BED OCCUPANCY RATE OF OUR DISTRICT AND MUNICIPAL HOSPITALS HAVE INCREASED FROM 49% IN 2016 TO 73% IN 2018. IT IS CRUCIAL TO HAVE STRATEGIC IMPROVEMENT OF OUR PERIPHERAL HOSPITALS SO THAT WE CAN DECONGEST OUR PROVINCIAL HOSPITAL.
• ANOTHER ACCOMPLISHMENT IS A NEWLY-BUILT HOSPITAL WING IN DRSTMH. THE FIRST FLOOR OF THE BUILDING HOUSES OUR NEW OUT PATIENT DEPARTMENT. IT IS EQUIPPED WITH A COMPUTERIZED QUEUING SYSTEM IN ORDER TO STREAMLINE AND HASTEN THE WAITING TIME OF OUR PATIENTS.
• THE SURGERY AND ORTHOPEDIC WARD IS LOCATED ON THE 2ND FLOOR WHILE THE PEDIA WARD AND PEDIA ICU ARE SITUATED ON THE 3RD FLOOR.
• ALL THE WARD ROOMS OF THIS NEWLY CONSTRUCTED WING ARE FULLY AIRCONDITIONED AND DESIGNED TO HAVE A BETTER PATIENT EXPERIENCE.
• IT IS REALLY MY DESIRE THAT OUR PATIENTS, ESPECIALLY THOSE THAT ARE INDIGENTS WILL HAVE FINANCIAL RISK PROTECTION WHENEVER THEY GET SICK.
• TO ENSURE THAT THEY WILL NOT HAVE OUT OF POCKET EXPENSES WHEN THEY SEEK HOSPITAL SERVICES, WE PARTNERED WITH PAYMAYA IN ORDER FORAKLANON INDIGENTS TO AVAIL OF THE FAMILY MEDICAL CARDS PRELOADED WITH 5,000 PESOS PER MEMBER OF THE FAMILY. THEY CAN UTILIZE THESE CARDS TO PAY FOR THEIR INITIAL HOSPITAL EXPENSES.
• BEYOND MY MANDATE ON THE CURATIVE CARE, I ALSO LOOKED FURTHER ON HOW TO BRIDGE THE GAPS IN THE PREVENTIVE AND PROMOTIVE ASPECTS OF THE HEALTH SYSTEM.

• REHABILITATION AND IMPROVEMENT OF MALINAO-MADALAG ROAD(PHASE 2), 9.049 KILOMETERS, WITH TOTAL FUNDING OF 46.4 MILLION PESOS
• LIKEWISE, IT IS A FERVENT HOPE THAT THE LONG-AWAITED REHABILITATION AND IMPROVEMENT OF LALAB—BAY-ANG—MAGPAG-ONG ROAD OF 4.197 KILOMETERS VALUED AT 69.6 MILLION COULD BE BID OUT THIS YEAR. • THIS INCREASE IN BOTH YIELD PER HECTARE AND VOLUME OF PRODUCTION MADE THE PROVINCE RICE SUFFICIENCY LEVEL IMPROVE FROM 96% IN 2016 TO 103% IN 2017.

• ON APRIL 12, 2018, THE PROVINCE OF AKLAN RECEIVED FROM THE DEPARTMENT OF AGRICULTURE REGIONAL FIELD OFFICE VI, 92 FARM EQUIPMENT WHICH INCLUDES 15 FLOATING TILLERS, 50 RICE REAPERS, 15 PUMP & ENGINE SETS, 6 CORN SHELLERS AND 6 SHREDDER AMOUNTING TO A TOTAL OF P13 MILLION AS PART OF THE YOLANDA REHABILITATION AND RECONSTRUCTION PROGRAM.

APAT HINULI NG KAPULISAN SA NEW WASHINGTON DAHIL SA PAGLALARO NG POOL
Hinuli ng kapulisan ang apat na kalalakihan sa bayan ng New Washington kabilang na ang isang menor de edad dahil sa paglalaro ng Pinoy pool hapon ng Linggo.
Ayon kay PO1 Raul Reña, imbestigador, naaktuhan umano ng New Washington PNP ang apat na nagsusugal sa gilid ng kalsada sa Brgy. Puis.
Kinilala ang mga nahuli na sina Jun Magno, 38-anyos, Arnold Salvador, 34, Lemuel Lorenzo, 19, at isang 17-anyos na menor de edad.
Nasabat sa kanila ang mga kagamitan sa larong pool at perang taya na Php741.00.
Sinampahan na ng kaukulang kaso ang mga suspek maliban sa menor de edad. Nakalaya rin pansamantala ang tatlo matapos magpyansa sa halaga Php20,000 bawat-isa.

BAHAY SA NABAS NA-ABO SA SUNOG
Isang bahay sa Brgy. Magallanes sa bayan ng Nabas ang naabu sa sunog madaling araw ng Linggo.
Ayon kay FO1 Carlo Masagnay, imbestigador ng Bureau of Fire Protection - Ibajay, wala umanong tao sa bahay nang maganap ang sunog.
Pagmamay-ari ito ni Danilo Gado, chief tanod ng Brgy. Manocmanoc, Malay. Nasa Isla umano siya ng Boracay kasama ang ibang miyembro ng pamilya.
Dahil gawa sa mga light materials, mabilis na nilamon ng apoy ang bahay. Ayon sa may-ari tinatayang Php100,000 ang pinsalang dulot ng sunog.
Ayon sa imbestigador tinatayang umabot sa isa at kalahating oras bago tuluyang naapula ang apoy.
Sinabi ng may-ari na bagong gawa lamang ang bahay. Nag-iwan umano ito sa kanila ang pinsalang aabot ng Php100,000.
Hindi pa tiyak kung ano ang sanhi ng sunog pero isa sa tinitingnang anggulo ng imbestigador ay ang hindi maayos na instulasyon ng linya ng kuryente sa loob ng bahay.

ISYU SA BORACAY SUMENTRO SA STATE OF THE PROVINCE ADDRESS NI GOV. MIRAFLORES
Kagaya ng inaasahan isa sa mga sumentro sa State of the Province Address (SOPA) ni Aklan Gov. Joeben Miraflores ang isyung kinakaharap ng Isla ng Boracay.
Muli niyang sinabi na hindi ito ang panahon para magsisihan. "I say again this time with the closure of Boracay that losing focus has no place and there is no point to finger point."
Sinabi pa ng gobernador na mahalaga ngayon ang tumulong sa rehabilitasyon sa Isla. "Our time for public service has no room for naysayers and that we go straight to business of talking and acting on rehabilitation."
Ipinagmalaki niya ang mga naitulong ng probinsiya sa rehabilitasyon ng Boracay kagaya ng pag-de-clog ng mga darinage canal at pagtunton ng mga illegal pipes.
Ang probinsiya rin umano ang nag-initiate sa reactivation ng Material Recovery Facility sa Brgy. Balabag at nagdonate ng mini-dump truck para dito.
Ibinalita rin niya na tumulong rin ang probinsiya sa mga clearing operations sa kalsada at sa easement sa beach area ng Bulabog.
Kumpyansa si Miraflores na mabubuksan ang Boracay pagkatapos ng anim na buwang rehabilitasyon nito o sa Oktubre 26.
Iniulat niya rin ang kapansin-pansing pagbabago ng kalidad ng tubig sa paligid ng Isla. Aasahan na aniya ang maayos at malinis na Boracay sa pagbubukas nito.
Pinahayag ng gobernador na napagaan umano nila ang epekto ng pagsasara ng Boracay sa operasyon ng mga ospital ng pamahalaang probinsiyal.
Kinukuha umano ngayon ang pondo sa operasyon ng mga ospital mula sa 120 milyon na naipon ng probinsiya mula sa general fund.

Bilang presidente ng Liga, siya ay magiging ex-officio member sa Sangguniang Panlalawigan para kumatawan sa mga barangay sa buong probinsiya.
Sa panayam ng Energy FM Kalibo, sinabi ng Liga president na pagtutuunan umano niya ang pansin ang pagbuo ng drug rehabilitation program sa mga barangay.

Gaganapin ito sa legislative building ng probinsiya sa regular session ng Sangguniang Panlalawigan.
Ayon kay SP consultant Odon Bandiola, kumpirmado umanong dadalo sa SOPA si Congressman Carlito Marquez at mga alkalde sa Aklan.
Bibisita rin umano ang mga opisyal ng Makati Medical Center sa SOPA. Sila ay nasa Aklan para sa isang health colloquium o pagpupulong kasama ang gobernador.

"CITY MALL BOYS" SA KALIBO MULING SUMALAKAY: CONSTRUCTION SITE NILOOBAN
MULING SUMALAKAY ang binansagang "City Mall Boys" sa bayan ng Kalibo kung saan isang construction site naman ang kanilang nilooban.
Ang grupo ng mga menor de edad ay kilala na ng Kalibo PNP na magnanakaw dahil paulit-ulit nang nahuhuli ang mga ito.
Ayon kay PO2 Erick John De Lemos, imbestigador, natangay ng dalawang menor de edad, 12 anyos at 13 anyos na mga lalaki ang isang cellphone at pera.
Hindi alam ng mga bata na nakuhanan sila ng CCTV doon sa lugar. Nahuli ang mga bata sa follow-up operation ng kapulisan at nasabat sa kanila ang ninakaw na cellphone.
Matapos sumailalim sa counseling ng kapulisan at social welfare ay laya na naman ang mga bata.
Sila rin ang mga batang nahuli ng mga kapulisan na nanghold-up sa isang lolo sa Brgy. Estancia, Kalibo kamakailan pero pinakawalan din dahil hindi pwedeng makasuhan.
